The European Commission is inviting applications to support public and private project developers in transforming sustainable energy project ideas into concrete investments that contribute to the EU’s energy and climate goals, energy independence, competitiveness and decarbonisation efforts.
The initiative aims to mobilise large-scale investments in energy efficiency and renewable energy projects through technical, economic, and legal support. Activities supported under the programme may include project bundling, energy audits, technical studies, legal advice, financing assessments, procurement preparation, stakeholder engagement, and outreach activities. PDA projects are expected to result in the actual launch of investment programmes during the project duration.
Projects may target sectors such as residential and commercial buildings, public infrastructure, district heating and cooling systems, renewable energy generation, and industrial energy efficiency. Support for new building construction and projects involving technologies that are not yet fully commercially available are not within the scope of this call.
The total funding available under LIFE-2026-CET-PDA is EUR 8,000,000. The European Commission considers that proposals requesting between EUR 1 million and EUR 1.5 million would appropriately address the objectives of the call, although other funding amounts may also be considered.
Eligible applicants include legal public or private entities established in EU Member States, EEA countries, and countries associated with the LIFE Programme. Public authorities, infrastructure operators, energy agencies, energy service companies, retail chains, large property owners, industries, and service providers may apply. International organisations are also eligible. Natural persons are generally not eligible, except for self-employed sole traders without separate legal personality. EU bodies, except the European Commission Joint Research Centre, cannot participate in the consortium.
