The LIFE-2026-CET-BETTERRENO Programme provides support to scalable, high-performance and affordable building renovation solutions that improve energy performance, strengthen energy security, and accelerate the decarbonisation of Europe’s building stock.
The programme focuses on accelerating energy-efficient building renovations through affordable and scalable solutions, improving renovation quality, promoting advanced building assessment tools and data systems, supporting innovative renovation business models, and strengthening the competitiveness of the construction sector.
The initiative also supports collaboration between stakeholders involved in the renovation value chain, including building owners, energy solution providers, investors, public authorities, financial institutions, construction sector representatives, occupants, and electricity market operators. Through these collaborations, the programme seeks to remove market barriers, stimulate demand for renovation, and support the large-scale deployment of renovation solutions.
The programme has a total funding allocation of EUR 6,000,000. The European Commission considers that proposals requesting up to EUR 2 million would appropriately address the objectives of the topic, although proposals requesting different amounts may also be submitted.
To be eligible, applicants must be legal entities established in eligible countries, including EU Member States, EEA countries, and countries associated with the LIFE Programme. Proposals must be submitted by at least three applicants from three different eligible countries. The coordinator must be established in an eligible country. Natural persons are not eligible to apply, except for self-employed persons or sole traders without separate legal personality. International organisations are eligible to participate. EU bodies, except for the European Commission Joint Research Centre, cannot be part of the consortium.
Entities without legal personality may exceptionally participate if their representatives can undertake legal obligations on their behalf and provide guarantees for the protection of EU financial interests. Associations and interest groupings may participate either as sole beneficiaries or beneficiaries without legal personality. Entities from countries currently negotiating association agreements with the LIFE Programme may participate if negotiations are concluded before the grant signature and the association covers the call. Special eligibility restrictions also apply to entities subject to EU restrictive measures or EU conditionality measures.
