The European Commission is supporting capacity building to support the implementation of digital health services and systems that uphold citizens’ rights and enable the secure reuse of health data under the European Health Data Space.
The focus areas of this programme include implementation of the European Health Data Space Regulation, deployment of digital health services supporting citizen rights, adoption of the European Electronic Health Record Exchange Format, cross-border health data exchange, capacity building for public authorities and healthcare providers, data quality improvement and dataset documentation for secondary use, training for service providers and SMEs, development of data catalogues and labelling systems, and strengthening interoperability and access to electronic health records. The total funding available for this programme is €24,400,000.
This initiative aims to strengthen the ability of public authorities, healthcare providers, and data holders to implement digital health systems that enable citizens to access, control, and manage their personal electronic health data. It supports the broader goal of ensuring that all EU citizens can access their electronic health records and benefit from improved cross-border healthcare services.
The programme is structured around three main areas of work that collectively enhance both the primary and secondary use of health data. It promotes the deployment and upgrading of digital health services that allow individuals to exercise their rights, including access, portability, and control over their data.
A significant component focuses on improving the quality and usability of health data for secondary purposes. This includes supporting the creation of dataset descriptions, data quality labels, and mechanisms that enable secure and efficient data sharing through health data access systems.
The initiative also emphasizes training and capacity building for service providers, particularly small and medium-sized enterprises, to equip them with the skills required to support healthcare systems in adopting digital standards and tools. This includes enabling data conversion into standardized formats and supporting the implementation of compliant digital infrastructures.
The programme operates through a cascading funding mechanism, where selected projects distribute financial support to third parties, including healthcare providers and data holders, to implement relevant activities. These activities may include technical deployment, staff training, process improvements, and development of tools to support data management and interoperability.
