Apply for Youth Innovation Incubator Program – Thailand

UNDP seeks to appoint a qualified service provider to deliver the technical service in youth innovation incubation process in order to implement the element of co-implement process under the initiative on end violence against marginalized youth.

The assignment responds to the Youth Strategy of UNDP Thailand under the pillar of Change Agent for SDGs.

This initiative on end violence against marginalized youth is targeting 4 vulnerable groups: young persons with disabilities, LGBTI, Muslim, and Ethnic youth. The programme will use human-centric design as a methodology to address the challenges of vulnerable groups and enhance social cohesion. Thus, the selected 4 target youth groups will play intensive role in identify their challenges and design the innovative solutions. Along with the focus on building capacity of vulnerable youth on social innovation, the programme will create a space to engage other youth through dialogues, co-design process and idea piloting with vulnerable groups in order to increase understanding towards each vulnerable group to enhance social cohesion.

The element of the programme will consist of 2 parts:

  • Co-creation process
    • The co-creation process aims to be a platform for youth to interact with vulnerable groups. The process starts with online youth dialogue with vulnerable groups to understand the challenges of the target groups, follow by Inclusive Hackathons to be a space for youth and vulnerable groups to work together on innovative solutions to tackle the challenges identified from online youth dialogues.
  • Co-implement process
    • After the hackathon, 48 innovative ideas co-created by youth and vulnerable groups will be created. Each group can re-discuss to shape the idea testing plan and submit their proposal to get into the incubation programme. 10 teams will be selected to participate in the incubation programme. They will receive mentoring support and a grant value of 50,000 THB for each team to test their ideas. As the result of the idea testing period, they expect to have at least 5 ideas to be able to receive further support from partners in the ecosystem in order to scale up the inclusive solutions to end violence against marginalized youth.
    • The service provider is expected to manage the Co-implement process. They will be responsible to monitoring the idea testing of 10 teams and ensure that 5 ideas can be scale up with the support of partners in the ecosystem.

Scope of Work

The selected service provider is expected to undertake the following tasks:

  • Design and manage incubation programme
    • The contractor is expected to manage the incubation programme under Co-implementation, 2nd element of the programme. This part if focusing on incubating 10 youth teams around Thailand, which each team will include youth from ethnic, Muslim, PWD or LGBTI group and other youth working together. The teams will be selected from Inclusive Hackathon under Co-design process, 1st element of the programme.
    • The contractor is expected to provide business mentorship and resource persons related to the topic of each team. The monitoring process should happen monthly though online or onsite meeting.
  • Organize project showcase
    • At the end of an incubation process, the contractor is expected to organize project showcase inviting relevant partners to listen to the output of 10 piloting projects. The project showcase should connect partners to support the teams to scale up their projects. The contractor will be responsible to organize an onsite event including managing day event, providing travel and accommodation for participants. 2-7 participants from each team will join the showcase event to present their result. The total participants are approx. 70 persons, including 50 persons from project teams and 20 persons from partners. The venue should be in Bangkok and must be accessible to all people, regardless of their physical limitations, disabilities or age.

Expected Duration of the Contract

  • Expected starting date is 19 January 2023.
  • Assignment duration is 7 months from the contract signing date.
  • Target date of commencement of the work and expected completion date: as per indicated in the deliverable table;
  • Estimated lead time for UNDP or Project Partners to review outputs, give comments, approve/accept outputs, 14 days all-inclusive on demand basis within the contract duration.
  • Duty Station: Home-based.
  • Travel: Travel within Bangkok to conduct the showcase is required.

Minimum Requirements

  • Institutional capacity
    • The contractor shall demonstrate its well-established institutional body with past engagements indicating its ability and responsibility to deliver results. This assignment requires comprehensive experience and understanding of people with disabilities, innovative methods and tools, management, and event planning. Equally important, the contractor shall demonstrate experience working with youth and the government sector on policy innovation.
  • Legal Status:
    • The organization will be an organization registered under relevant laws of the country of registration/operations complying with all national laws and regulations;
    • The organization is allowed to work in Thailand;
    • Must have a local presence in Thailand; and
  • Management and Organization:
    • At least 3 years of proven experience in working with youth around Thailand.
    • At least 3 years of proven experience in social projects incubation.
  • Capacity of team members
    • The team members who are assigned to this assignment shall demonstrate the relevant qualifications and experiences required to deliver quality results of this assignment. Team members must include youth engagement experts and event planning managers.
  • Team Leader/Contract Manager (1 Position)
    • At least a Bachelor’s degree in social sciences, political science, social administration or a related field;
    • At least 5 years of experience in incubating youth innovation projects;
    • Excellent communication and interpersonal skills and experience in working effectively in a multi-cultural environment; and
    • Language proficiency in both written and oral English and Thai is required.
  • Team Coordinator (1 Position)
    • At least a Bachelor’s degree in social sciences, political science, social administration or a related field;
    • At least 3 years of experience in incubating youth innovation projects;
    • Excellent communication and interpersonal skills and experience working in a multicultural environment; and
    • Language proficiency in both written and oral English and Thai is required.
