Open Call: Supporting Sustainable and Smart Urban Mobility

The European Commission (EC) is supporting a coordination and support action to accelerate the deployment of innovative urban mobility solutions and strengthen the urban mobility innovation ecosystem across Europe.

The focus areas of this opportunity include valorisation, cross-fertilisation and dissemination of innovative solutions for sustainable urban mobility, accelerated deployment of innovative urban mobility solutions, enhancement of competitiveness among European urban mobility actors, achievement of European mobility policy objectives, development of knowledge and technical skills for cities, strengthening of smart and sustainable passenger and freight mobility, maintenance of a vibrant urban mobility stakeholder community, capacity building and replication programmes, peer-to-peer learning, project evaluation frameworks, digital knowledge platforms, stakeholder engagement, educational and youth networks, support to CIVINETS, project clustering, living labs, policy exchange, industry collaboration, and expansion of the CIVITAS network.

Effective urban mobility systems are essential for maintaining the competitiveness and functionality of cities. As urban areas undergo digital, environmental, and social transitions, local and regional authorities are taking on increasing responsibilities in supporting economic growth, climate neutrality, and overall prosperity.

Despite significant progress in urban mobility innovation, several barriers continue to hinder the deployment of sustainable mobility solutions. These include fragmented support mechanisms across regional, national, and European levels, limited resources for experimentation, insufficient awareness of research outcomes, and challenges in exchanging experiences and lessons learned among urban stakeholders.

This action seeks to overcome these challenges through a comprehensive and collaborative approach. It aims to facilitate the uptake and replication of innovative urban mobility solutions by establishing capacity-building activities, twinning initiatives, mutual learning opportunities, and peer-to-peer exchanges. Cooperation with industry, small and medium-sized enterprises, and start-ups will also be encouraged to strengthen innovation and ensure effective feedback to policy development processes.

The project will further optimise the common CIVITAS project evaluation framework and provide dedicated support for its implementation. In addition, the CIVITAS website will be enhanced as a central knowledge and exchange platform, using digital tools and structured management approaches to disseminate information on European urban mobility research and innovation developments.

A key component of the initiative is the strengthening of the urban mobility community across EU Member States and Associated Countries. Activities will include supporting educational and youth networks, enhancing national CIVITAS networks, facilitating project clustering and living lab coordination, and organising major events that promote collaboration and knowledge exchange.

The selected project will also support forums and platforms that encourage dialogue between cities, public transport authorities, industry representatives, SMEs, start-ups, and policymakers. These efforts will contribute to a stronger and more connected urban mobility ecosystem capable of accelerating the adoption of innovative transport solutions.

Since 2002, CIVITAS has served as an open platform supporting research, innovation uptake, validation of research results, knowledge exchange, and common learning in urban mobility and transport. This funding opportunity will ensure continued governance, organisational support, and wide dissemination of research and innovation outcomes, enabling cities to successfully implement sustainable and smart mobility solutions.

The total budget available under this opportunity is €4,000,000. Eligible participants include any legal entity, regardless of place of establishment, including entities from non-associated third countries and international organisations, provided they meet the conditions established under the Horizon Europe Regulation and the specific call requirements. Applicants must register in the Participant Register and obtain a Participant Identification Code (PIC) before grant agreement preparation and validation procedures.
