Applications are now open to support the development of a workplan for a heat-smart city and an interactive platform to strengthen climate resilience and heat adaptation at the city level.
The key focus areas of the assignment include climate action planning, climate risk and vulnerability assessment, heat action planning, inclusive climate adaptation, resilience and disaster risk reduction, gender and social inclusion, sustainability and energy, institutional coordination, low-emission development, net-zero strategies, capacity building, and the development of digital platforms and dashboards related to environmental and social sectors.
The Team Leader or Project Lead should possess a postgraduate degree in Climate Science, Environmental Management, Environmental Planning, or a related field, along with a minimum of 20 years of experience in climate policy and institutional coordination. The individual should have successfully led at least 10 large-scale climate change projects. Experience in climate action planning, net-zero strategies, and low-emission development will be considered desirable.
The Climate Specialist should hold a postgraduate degree in Climate Science, Environmental Engineering, Disaster Management, or a related field, with at least 15 years of experience in climate, sustainability, and energy-related projects. Demonstrated expertise in climate risk and vulnerability assessments and heat action planning is required, while prior engagement with government and international agencies is preferred.
The Gender Specialist should possess a postgraduate degree in Gender Studies, Social Sciences, Environmental Management, or a related discipline. A minimum of seven years of experience in climate and gender inclusion, city-level planning, inclusive climate adaptation, resilience, and disaster risk reduction is required. Experience in capacity-building initiatives and collaboration with government and international agencies will be advantageous.
The IT Expert should hold a postgraduate degree in Computer Science, Information Technology, or a relevant subject, along with a minimum of five years of experience in developing digital platforms and dashboards, particularly within environmental or social sector projects.
The assignment also requires two Research Associates with a master’s degree in Environmental Planning, Environmental Management, Development Studies, Social Sciences, or related fields. Candidates should have between three and five years of experience in developing climate or heat action plans and supporting climate action implementation.
To be eligible, applicants must not be suspended, debarred, or otherwise declared ineligible by any United Nations organization, the World Bank Group, or any other international organization. Applicants are required to disclose any sanctions or temporary suspensions imposed by such organizations. They must also possess the legal capacity to enter into a binding contract and deliver services in the country directly or through an authorized representative.
Only one proposal may be submitted by each bidder, either independently or as the lead entity of a joint venture, consortium, or association. Multiple proposals may be rejected if participating entities share controlling ownership, receive subsidies from one another, have the same legal representative, maintain relationships that could influence the bidding process, act as subcontractors to each other’s submissions, or propose the same key personnel across multiple bids, except where subcontractor arrangements are permitted.
