The “DOVIRA” Project: Opportunities for Entrepreneurs (Ukraine)

The Czech humanitarian organization “People in Need”, with the financial support of the American people within the framework of the “DOVIRA” project, announces a competition for microgrants for the restoration of displaced and local businesses that have suffered from hostilities after February 24, 2022, have the potential to create jobs, and operate or plan to operate in the Lviv, Ivano-Frankivsk regions and individual communities of Dnipropetrovsk, Kharkiv, Mykolaiv, and Kherson regions.

Goal

  • The goal of the project is to provide funding for the restoration of affected businesses.

Benefits

  • business trainings, training on the social component in business (mandatory);
  • mentoring support for business development from experienced experts;
  • psychological support for grantees and their family members;
  • meetings in communities to increase social integration and cohesion, etc.

Funding Information

  • The microgrant project provides the opportunity to receive funding in the amount of:
    • up to $1,000 for micro and small enterprises (individual entrepreneurs and legal entities) with an average number of employees for the reporting period (calendar year) of no more than 1 person or who do not use the labor of employees; as well as for individuals (subject to business registration after the announcement of the competition results and before the signing of the grant agreement) who are implementing a business idea in order to restore sources of income.
    • up to $5,000 for micro and small enterprises (individual entrepreneurs and legal entities) with an average number of employees for the reporting period (calendar year) of at least 2 and no more than 50 people.

Uses of the Fund

  • transportation costs for transporting assets (only for relocated businesses);
  • asset recovery;
  • costs associated with creating new jobs;
  • salary for the newly created job (no more than 30% of the grant amount);
  • rent of premises (up to two months);
  • repair and arrangement of the premises;
  • purchase of equipment/tools;
  • purchase of raw materials for the production process (no more than 30% of the grant amount);
  • personnel training costs;
  • marketing and advertising costs;
  • expenses for legal and other consulting services;
  • other activities related to the implementation of the grant application.

Geographical Focus

  • Businesses that operate or plan to operate in the following regions and territorial communities can participate in the project:
    • Lviv (the entire region);
    • Ivano-Frankivsk (the entire region);
    • Dnipropetrovsk region  (Pavlohrad, Verkhniodniprovsk, Obukhiv, Slobozhansk, Tsarychansk, Magdalinivsk communities, Kryvyi Rih city, Dnipro city);
    • Kharkiv (Kharkiv, Zlatopil, Merefyansk, Valkiv, Sakhnovshchyna communities);
    • Mykolaiv region (the entire region, except for the Ochakivska, Kutsurubska, Bereznehuvata, Bashtanska, Snihurivska, Shevchenkivska, Pervomaiska settlement communities);
    • Kherson (separate communities):
      • Velykooleksandrivska TG, Vysokopilska TG, Kalynivska TG, Borozenska TG, Kochubeivska TG
      • Kherson TG (only the villages of Bohdanivka, Petrivka, Sonyachne)
      • Belozersk TG (only the villages of Myrne, Pravdyne, Nadezhdivka, Nova Zorya, Parisheve, Tavriyske, Chereshenki)
      • Dar’ivska TG (only the villages of Yasna Polyana, Fedorivka, Ulyanivka, Lymanets, Ingulivka, Vitrove, Chaykyne)
      • Muzykivska TG (only the villages of Muzykivka, Zagoryanivka, Miroshnykivka, Skhidne)
      • Chornobayevsk TG (only the villages of Barvinok, Blagodatne, Zeleny Gay, Kiselyvka, Klapaya, Kruty Yar, Posad-Pokrovske, Soldatske, Kopany)
      • Beryslavska TG (only the villages of Rakivka, Vilne, Novoselka, Tarasa Shevchenko)
      • Novovorontsovskaya TG (only the villages of Lyubymivka, Myrolyubivka, Novovoskresenske, Trudolyubivka)
      • Mylivska TG (only the villages of Nova Kamyanka, Novohrygorivka, Sukhanov)
      • Novooleksandrivska TG (only the villages of Bilyaivka, Mayske, Petropavlivka, Chervone)
      • Novoraiska TG (only the villages of Koshara, Sahaidachne, Stepne)
      • Tyahynska TG (only the villages of Vysoke, Virivka, Lvivski Otruby, Tavriyske, Matrosivka).

Eligibility Criteria

  • Categories of businesses that can participate in the project:
    • micro- and small enterprises that after February 24, 2022 moved/re-registered from territories affected by the war to Ivano-Frankivsk, Lviv regions, in accordance with the Order of the Ministry of Community and Territorial Development dated February 28, 2025 No. 376, as amended (List of territories in which hostilities are (were) conducted or temporarily occupied by the Russian Federation);
    • micro- and small enterprises located in designated territories affected by the war – Kharkiv, Mykolaiv, Dnipropetrovsk, Kherson regions;
    • micro and small enterprises led by women;
    • micro- and small enterprises from among the local population and entrepreneurs from among IDPs whose businesses were lost or affected by the consequences of the war;
    • micro and small enterprises headed by/employing persons belonging to vulnerable groups and with limited access to labor markets;
    • individuals, subject to business registration after the announcement of the competition results and until the signing of the grant agreement, who are implementing a business idea with the aim of restoring sources of income (for grants up to 1000 USD).

Ineligibility Criteria

  • The project is unable to support enterprises belonging to agriculture and the defense industry, as well as enterprises engaged in the production or trade of alcoholic beverages and tobacco products, goods and services prohibited by the legislation of Ukraine.
