The United Nations Development Programme (UNDP) has launched this Request for Proposal (RfP) to support a study examining the prevalence, drivers, and impacts of workplace gender-based violence, sexual harassment, and discrimination in Bosnia and Herzegovina, with a focus on women’s economic vulnerability and dependency.
The study will focus on workplace gender-based violence, sexual harassment, discrimination, women’s economic vulnerability, intersectional discrimination, labour market inequalities, workplace risk identification, institutional responses, economic empowerment policies, employment pathways, social entrepreneurship, employer accountability, workplace protections, comparative sectoral analysis, predictive risk modelling, and alignment with international human rights standards and European Union gender equality frameworks. Special consideration will be given to Roma women, rural women, women with disabilities, LGBTIQ+ individuals, migrant women, and other vulnerable groups.
The research aims to develop a systematic model capable of identifying workplace environments across sectors that expose women to violence, harassment, and discriminatory practices. The study will also examine how such experiences affect women’s participation in the labour market, career development, economic independence, and overall well-being. Through econometric modelling and in-depth analysis, the research will explore correlations between structural labour market inequalities and women’s vulnerability to workplace abuse, including barriers that prevent women from leaving unsafe working conditions.
The findings are expected to provide a strong evidence base for the design and implementation of economic empowerment programmes for survivors of gender-based violence. The study will support initiatives that encourage employment opportunities and social entrepreneurship while strengthening workplace protections and institutional accountability.
The selected service provider must demonstrate at least five years of experience in quantitative and qualitative research, econometric modelling, and disaggregated data analysis across population groups. Required expertise includes conducting risk and prevalence analyses, assessing workplace harassment and discrimination, evaluating sectoral and organizational workplace dynamics, and carrying out impact assessments on the economic and professional consequences of workplace gender-based violence.
The contractor should also have proven experience in analyzing economic dependency and structural barriers that influence individuals’ ability to respond to abusive work environments. Additional expertise is required in applying intersectional analysis frameworks, conducting comparative studies between exposed and non-exposed groups, and developing predictive risk profiling models that can identify high-risk groups and workplace settings.
The study is expected to contribute to the objectives of the Gender and Social Assistance Programme (2025–2029) by promoting safer and more inclusive workplaces, reducing economic dependency, strengthening employer responsibility, and supporting broader efforts to address gender inequality in Bosnia and Herzegovina.
