The United Nations Development Programme, through its “Supporting the Moldovan authorities in the sustainable management of the Dniester River”/Dniester 2 Project invites a company to submit a proposal for Updating the FRMPs for the Dniester River and the Danube-Prut and Black Sea River basin districts.
Objectives
- The Flood Risk Management is governed by the Water Law No. 272/2011 (Article 49), Regulation on Flood Risk Management approved by Government Decision No. 887/2013, and the Concept for Reforming the National System for Managing, Preventing, and Mitigating Flood Consequences, approved by Government Decision No. 590/2018. The Flood Risk Management Plans (FRMP) for the Dniester River Basin District and the Danube-Prut and Black Sea River Basin District were approved by Government Decision No. 562 of 31 July 2020.
- FRMPs outline the district’s diverse geological, hydrological, and climatic conditions, emphasizing the significant risk of flooding due to its landscape and infrastructure. The plan addresses surface and groundwater resources, soil types, and biodiversity, highlighting the role of natural and artificial reservoirs in flood control. It reviews historical floods and the impact of dams and levees, noting the deterioration of protective infrastructure. The plan also presents objectives and measures for flood risk reduction, including structural improvements and institutional capacity building. The FRMPs includes a mix of structural and non-structural measures to mitigate flood risks during the years 2020-2025. Structural measures include reinforcing and maintaining dams and levees, dredging rivers, constructing new flood protection infrastructure, and improving existing drainage systems. Non-structural measures focus on establishment of early warning systems, updating flood risk maps, implementing land-use regulations, and conducting public awareness campaigns. The plan also emphasizes institutional capacity building, cross-border cooperation, and updating legislative and regulatory frameworks to ensure effective flood management
- The implementation period for the measures outlined in current FRMPs is set to expire in 2025. To ensure the continued effectiveness and compliance of flood risk management efforts, an update of the FRMPs is required.
- The primary objective of this assignment is to update the FRMPs for the Dniester River and the Danube-Prut and Black Sea River basin districts, ensuring their compliance with relevant national and EU legislation, as well as their alignment with current hydrological data, risk assessments, latest technical and scientific knowledge and best practices in flood risk management.
- The FRMPs shall be updated in close coordination with Public National Administration Apele Moldovei, the Ministry of Environment, local public authorities, local administrations, and other relevant stakeholders.
Duration of the Work
- Tentative duration of the assignment will be 5 months (May 2025 – September 2025).
Qualifications of the Successful Contractor
- The qualifications required for the bidder are set up as follows:
- At least 5 (five) years of experience in environmental and/or socio-economical consultancy.
- Demonstrated experience in developing at least three (3) policy documents related to water resources management, flood risk management, or environmental protection-related fields.
- Qualified staff (demonstrated by CVs) who meet the minimum requirements.
Staff Qualification of the Successful Contractor
- The proposed offeror’s team must include the following minimum staff with the following minimum qualification criteria:
- Position 1 – Team leader (1 expert):
- Master’s degree in environmental management, natural resources management, economics, law, social, or a related field.
- At least 5 (five) years of experience in environmental and/or socio-economic consultancy.
- Proven leadership in managing multi-disciplinary teams for at least 3 projects related to water resources management, flood risk management, or environmental protection.
- Position 1 – Team leader (1 expert):
- Team members (at least 4 experts):
- Position 2 – Specialist in Hydrology and Geography (1 expert):
- Master’s degree in hydrology, water resources management, or environmental science.
- At least 5 (five) years of experience in hydrology, including surface water assessment and flood modeling
- Position 3 – Specialist in hydrotechnical infrastructure (1 expert):
- Degree in environmental science, hydraulic engineering, hydrology, hydrogeology or related field.
- At least 3 (three) years of experience in water-related terrestrial ecosystems management.
- Position 4 – Legal consultant in law or other related fields (1 expert): o Master’s degree in environmental law, administrative law or other related fields.
- At least 3 (three)years of experience in the development of legal acts.
- At least 3 (three) secondary legal acts developed.
- Position 5 – Specialist in public finance (1 expert):
- Master’s degree in public finance or other related fields.
- At least 3 (three) years of experience in financial analysis and budgeting for environmental projects.
- Position 2 – Specialist in Hydrology and Geography (1 expert):
- Bidders should enclose a résumé for each person proposed to be assigned to the project and shall include specific information on staff’s previous experience and roles. Specifically, résumés should include:
- Anticipated role and level of participation in the project.
- Previous experience relevant to the assigned role in the project.
- Education, trainings
- Contact information (name, title, organization, mailing address, phone, and email) for a minimum of three business references.
- Linguistic skills.
- Bidders agree that core technical experts will participate in the project at the level and duration specified unless agreement is provided in writing by the Dniester 2 Project Management Team to allow substitutions.
