CFPs: Crime Prevention Approaches and Tackling the Nexus Between Addictions and Crime

The European Commission provides support to research and innovation initiatives focused on understanding and preventing the links between addictions and crime through modern, collaborative and evidence-based approaches.

The programme aims to strengthen understanding of the connection between addictions and crime while promoting innovative prevention strategies, collaboration between Police Authorities and community organisations, support for young people at risk, modernisation of criminal justice responses, community safety, gender-sensitive approaches, and cooperation with relevant European agencies.

The opportunity highlights the close relationship between addictions such as gambling, alcohol use, and drug use with criminal activities. Addictions can contribute to crimes committed under the influence of substances or motivate offenses linked to debts and dependency. The programme encourages projects that analyse these relationships and create practical methodologies and tools aimed at preventing both addictions and associated crimes.

The programme encourages collaboration among Police Authorities, Civil Society Organisations, psychologists, local and national authorities, private actors, and other community stakeholders. These partnerships are intended to strengthen resilience, security, and safety within communities through coordinated prevention and intervention strategies.

The selected projects are expected to engage with the European Union Drugs Agency during the project lifetime, including validating project outcomes to support future implementation of innovations. Cooperation with CEPOL is also expected for activities related to training Police Authorities.

The funding opportunity falls under HORIZON-CL3-2026-01-FCT-04 – HORIZON Research and Innovation Actions (RIA) with a total funding amount of €6,000,000. The eligibility criteria allow participation from any legal entity regardless of place of establishment, including entities from non-associated third countries and international organisations, provided the conditions of the Horizon Europe Regulation are met.

Beneficiaries and affiliated entities must register in the Participant Register to obtain a Participant Identification Code (PIC) and complete validation before signing the grant agreement. Affiliated entities, associated partners, entities without legal personality, EU bodies, the Joint Research Centre, and associations or interest groupings may also participate under the specified conditions.
