CFAs: Development Cooperation Fund for Lithuania 2026

The Development Cooperation Fund is currently accepting applications to support business partnerships focused on cooperation between Lithuania and Ukraine, with the aim of contributing to Ukraine’s recovery and fostering innovation-driven collaboration.

The focus areas of this programme include business partnerships between Lithuania and Ukraine, reconstruction and economic recovery of Ukraine, resilience building, transfer of innovative technologies and knowledge, creation of sustainable high-value-added jobs, and improved access to international funding sources.

The Business Partnerships Programme in Ukraine aims to strengthen cooperation between companies from Lithuania and Ukraine while contributing to the reconstruction and economic recovery of Ukraine. It also seeks to enhance resilience through innovation and sustainable economic development.

Applications must be submitted in two stages through an electronic system. The first stage requires submission of a Business Idea Concept, which can be submitted at any time during the programme period while funds remain available. Only selected applicants from the first stage are invited to submit a full project application in the second stage.

The programme supports projects that promote business partnerships, technology and knowledge transfer, investment activities, and job creation. It also facilitates access to international funding sources for participating companies and organizations.

Project implementation periods range from 4 to 24 months depending on project value. Projects up to or equal to EUR 50,000 may last up to 12 months, while projects exceeding EUR 50,000 may last up to 24 months. Funding intensity ranges from up to 70 percent for small and medium enterprises and up to 50 percent for large enterprises, with a maximum funding amount of up to EUR 300,000.

Eligible applicants include companies registered in Lithuania, Ukrainian partner companies, consortia involving Lithuanian and Ukrainian partners, and certain non-governmental organisations, research institutions, and educational institutions working with business-oriented activities. Applicants and partners must generally have at least three years of operational experience, except for start-ups developing innovative products or services.
