The European Commission has launched a funding opportunity to accelerate the adoption and integration of high-TRL disaster risk solutions across sectors and strengthen disaster resilience in Europe.
The program focuses on accelerating the adoption of high-TRL disaster risk solutions across diverse sectors, facilitating the integration of innovative technologies into disaster prevention, preparedness, response, and recovery frameworks, promoting collaboration among stakeholders to scale proven solutions and enhance resilience, addressing barriers to deployment while ensuring accessibility and usability of advanced disaster risk technologies, strengthening evidence-based decision-making through large-scale demonstrations and validation in real-world scenarios, and promoting the visibility of European civil security research results.
This Horizon Europe Innovation Action aims to support the widespread deployment of advanced disaster risk solutions capable of improving resilience against a wide range of hazards, including climate-related risks. The call encourages projects that can help public and private sector organizations involved in disaster risk management adopt innovative and scalable technologies effectively.
Projects are expected to support the commercialization and scaling of high-TRL disaster risk solutions while ensuring these technologies can be integrated into existing disaster preparedness, response, recovery, and prevention systems. Applicants should also develop governance and coordination models that improve interoperability and integration of solutions into national and European civil protection systems, particularly in multi-hazard and cascading risk scenarios.
The program places strong emphasis on overcoming deployment barriers, including technical, regulatory, financial, and social challenges that hinder the uptake of innovative disaster resilience technologies. Proposed solutions should remain accessible and usable for a broad range of stakeholders, including first responders, local authorities, vulnerable communities, and citizens. The call operates under the Horizon Europe Innovation Actions framework with a total budget of €6 million.
Large-scale pilot projects and demonstrations are encouraged to validate the effectiveness of proposed technologies and generate evidence for data-driven disaster risk reduction strategies. The call also highlights the importance of aligning initiatives with the Union Civil Protection Mechanism (UCPM), EU disaster resilience objectives, and other preparedness initiatives such as the Knowledge for Action in Prevention & Preparedness (KAPP) funding mechanism.
Applicants are encouraged to integrate emerging technologies such as AI-driven analytics, digital twins including Destination Earth, IoT applications, and digital tools to strengthen disaster preparedness and response capabilities. Projects should additionally include communication and visibility strategies to promote project outcomes and demonstrate the value of European civil security research to policymakers, private stakeholders, and the wider public.
