The Horizon Europe Programme has launched its applications to strengthen civil security in schools and other confined public spaces across Europe through combined societal and technological approaches.
The initiative focuses on increasing the understanding of policymakers and security practitioners regarding terrorism and lone-actor violence in confined places such as schools, improving prevention through the detection of early signs of isolation and radicalisation, promoting secure and inclusive environments, strengthening security measures in schools and public buildings, and improving cooperation between Police Authorities and relevant staff in schools, public administration, places of worship, and other publicly accessible facilities.
The topic addresses the growing threat of terrorism and lone-actor violence affecting citizens in European schools and other confined public spaces. The action aims to provide solutions that ensure the security of pupils, school staff, administrative workers, and citizens through societal and technological measures while fully respecting fundamental rights, including privacy and personal data protection. The proposals are expected to include a detailed analysis of the phenomenon within the European context and develop methodologies to identify and address early signs of terrorist threats, isolation, and radicalisation.
The funding opportunity falls under HORIZON-CL3-2026-01-FCT-05 – HORIZON Innovation Actions, with a total funding amount of €9,670,000. Any legal entity, regardless of the place of establishment, including entities from non-associated third countries and international organisations, may participate provided the conditions of the Horizon Europe Regulation and the specific topic conditions are met.
Beneficiaries and affiliated entities must register in the Participant Register and obtain a Participant Identification Code before signing the grant agreement. Affiliated entities, associated partners, entities without legal personality, EU bodies, the Joint Research Centre, and associations or interest groupings may also participate under the conditions defined in the programme rules.
