The European Commission is inviting eligible stakeholders to submit proposals under the Public Procurement of Innovative Solutions framework to advance the development, deployment, and scaling of innovative civil security technologies across Europe.
Immediately after the introduction, the focus areas, objectives, priorities, and themes of this initiative include last mile support to previous pre-commercial procurement actions, development and deployment of innovative security solutions to address emerging threats including post-quantum cryptography to counter quantum threats, implementation of pilot projects and real-world testing to ensure scalability, and enhancement of civil security services through improved effectiveness, efficiency, sustainability, interoperability, adaptability, and commercial viability of innovative solutions.
The initiative under this call focuses on advancing the adoption of innovative civil security technologies that have already been partially demonstrated at small scale and are close to market readiness but not yet widely deployed. It seeks solutions that demonstrate clear market potential and are new to procurers or their respective market segments, including those relevant across EU Member States and associated countries. The programme is aligned with the objectives of the European Commission and supports the broader framework of Horizon Europe.
The scope of this Public Procurement of Innovative Solutions initiative is to target technologies that address critical civil security challenges while meeting defined market readiness criteria. These solutions must demonstrate sustainability in both operational and environmental terms, interoperability with existing systems, adaptability to different operational contexts, and commercial viability. At the same time, they may still carry residual market risks such as limited production scale or incomplete market pricing maturity.
A key aspect of the initiative is its focus on scaling and refining innovations that have shown promising but partial results, enabling their deployment in new environments and supporting their transition toward mass-market readiness. This aligns with the broader goal of accelerating innovation uptake in the civil security domain and ensuring that public authorities benefit from advanced technological solutions.
In line with applicable procurement principles, the initiative will involve open market consultations with industry stakeholders and end-users to identify gaps between current procurement needs and available technological solutions. These consultations will directly inform the development of functional and performance-based tender specifications, ensuring that procurement focuses on problem-solving outcomes rather than prescriptive technical designs.
The procurement process will emphasize best-value-for-money evaluation criteria, ensuring that solutions are assessed based on both technical quality and long-term value creation. Market readiness will be verified through mechanisms such as conformity testing, certification, or quality labelling, supporting transparent and evidence-based selection procedures.
The PPI contract notices will be published EU-wide to ensure open competition, fairness, and transparency. Intellectual Property Rights arrangements will be clearly defined in the tender documentation to support fair exploitation of results while encouraging innovation and participation from a broad range of eligible entities.
This initiative contributes to strengthening the European civil security ecosystem by accelerating the adoption of innovative technologies, addressing emerging and evolving threats, and supporting technological sovereignty. It also plays a key role in reducing the time required for innovations to move from concept to real-world deployment, thereby enhancing the responsiveness and resilience of public security systems across Europe.
The total funding allocated for this call is €2,000,000.00. Any legal entity, regardless of its place of establishment, including entities from non-associated third countries or international organisations, is eligible to participate provided that the conditions of the Horizon Europe Regulation and the specific call requirements are met. Beneficiaries must register in the Participant Register to obtain a Participant Identification Code (PIC) and complete validation procedures before signing the grant agreement.
