Request for Applications: Digital Solutions Program (Ukraine)

The Frontier Performance Support Unit has launched its Digital Solutions Program to strengthen the operational resilience of micro, small and medium-sized enterprises in frontline regions of Ukraine amid the ongoing impacts of Russian aggression.

The program focuses on strengthening the resilience of local businesses and communities by improving the ability of MSMEs to work with data, transition to secure non-Russian software, follow basic cybersecurity requirements, use modern digital tools and products, configure cloud storage and backup systems, protect sensitive information, and maintain business continuity during infrastructure disruptions.

To address these challenges, the FPSU grant activity will support the capacity of MSMEs to continue operating and maintain stability under difficult conditions. Grants under this initiative are expected to range between approximately UAH 1,200,000 and UAH 2,500,000, depending on the scope of activities and the budget justification provided by the applicant organization. The funding will support the design and implementation of the training program and related technical assistance activities aimed at strengthening the digital resilience of MSMEs in the targeted regions.

Eligibility for this grant is limited to organizations officially registered and recognized under Ukrainian legislation as public business support organizations or non-governmental organizations with non-profit status. Consortium applications are permitted provided that all partners meet the eligibility criteria and one organization is designated as the lead applicant responsible for implementation, financial accountability, and communication with FPSU.

Applicants must demonstrate qualified staff with experience in project management and financial reporting, effective governance and management systems, and internal controls that protect assets and prevent fraud, corruption, or misuse of funds. Organizations must also maintain a Health, Welfare and Human Rights Policy and show readiness to comply with ethical and business conduct standards, including the Chemonics Supplier Code of Conduct. Applicants must also be prepared to undergo due diligence and screening through the Visual Compliance system.

Certain organizations are not eligible to apply for this grant. These include organizations registered in temporarily occupied territories of Ukraine that have not re-registered in government-controlled areas, organizations that have misused donor funds within the past five years, entities appearing on international sanctions or prohibited organization lists, political parties and affiliated groups, religious organizations, organizations promoting anti-democratic or illegal activities, and organizations registered in Russia, North Korea, or Iran, as well as entities associated with individuals or organizations listed in the State Sanctions Register of the National Security and Defense Council of Ukraine.
