The Feasibility Study Grant Scheme is inviting applications to support enterprises in researching and assessing the viability and sustainability of proposed business ideas or new ventures.
The scheme focuses on promoting research and innovation investment, strengthening research and innovation capacities, encouraging entrepreneurship and the economic exploitation of new ideas, supporting the creation of new firms, and fostering innovation, creativity, and entrepreneurship in the priority areas of health and well-being, sustainable use of resources for climate change mitigation and adaptation, smart manufacturing, marine and maritime technology, aviation and aerospace, and future digital technologies.
The Feasibility Study scheme aims to assist enterprises in covering the costs associated with researching new business concepts or proposed ventures. The purpose of the study is to help enterprises determine whether their ideas are viable and sustainable while enabling them to reach clear conclusions about their business prospects. The study is also intended to identify the resources required to implement the project and assess its potential for long-term success.
The scheme is part of broader efforts to increase gross research and development expenditure as a percentage of gross domestic product and to stimulate research, development, and innovation capacities during the programming period. Investment through this initiative contributes to Malta’s research and innovation landscape by encouraging growth across key sectors of the economy while supporting the objectives outlined in Malta’s Smart Specialisation Strategy for the period 2021–2027.
This grant scheme falls under Policy Objective 1, which aims to promote a more competitive and smarter Europe by supporting innovative and smart economic transformation and strengthening regional ICT connectivity. It also supports entrepreneurship by facilitating the economic exploitation of new ideas and encouraging the creation of new firms, including through business incubators, while enhancing research and innovation capacities and promoting the uptake of advanced technologies.
The scheme will remain effective until 31 December 2026, subject to the availability of funds. An initial budget of €2,000,000 has been allocated to support feasibility studies under this programme. Under this scheme, the maximum grant value available is €100,000 per undertaking. If an undertaking is approved for more than one application, the total combined grant value of all approved applications must not exceed this limit.

Actions financed under the Feasibility Study must be implemented within a fixed period of six months from the date of the Grant Agreement. Extensions beyond this period may be considered upon request from the beneficiary when properly justified. However, all investments must be concluded by 30 June 2029.
Eligible applicants include micro, small, medium-sized, and small mid-cap enterprises engaged in economic activity, regardless of their legal form. Undertakings that do not possess legal personality through the law applicable to their establishment must be registered under the Second Schedule of the Civil Code.
