Grant Opportunity to Support Climate Loss and Damage Initiatives (Namibia)

The United Nations Office for Project Services is requesting applications to provide technical assistance that will help Namibia strengthen its ability to plan, finance, and implement measures to address climate-related loss and damage.

The initiative focuses on enhancing Namibia’s capacities to plan, finance, and implement initiatives to avert, minimize, and address loss and damage, developing a national loss and damage financing framework, strengthening institutional coordination, improving access to loss and damage financing and resource mobilization, increasing community resilience to climate-induced risks, and strengthening institutional capacities and coordination.

The call for proposals is managed by the United Nations Office for Project Services in its role as a co-host of the Santiago Network Secretariat. The maximum budget available per grant under this call is 280,000 USD.

This call for proposals aims to mobilize technical assistance from organizations, bodies, networks, and experts to support Namibia in responding effectively to the impacts of climate change. The assistance will contribute to the development of a national loss and damage financing framework while strengthening coordination among institutions involved in climate response efforts. Through these efforts, the initiative seeks to enhance the country’s ability to access financial resources and improve its response to climate-related risks.

Its mandate is to support efforts to avert, minimize, and address loss and damage associated with the adverse effects of climate change at local, national, and regional levels, particularly in developing countries that are highly vulnerable to climate impacts.

Members of the Santiago Network are eligible to respond to this call for proposals. Organizations that are not yet members may also apply, provided they submit an Expression of Interest for membership in accordance with the membership guidelines. In such cases, the Expression of Interest must be submitted within one week after the proposal submission deadline. Any organization selected to provide the technical assistance must have been confirmed as a member of the Santiago Network before final selection.

Eligible applicants include international non-governmental organizations, academic or research institutions, national NGOs or community-based organizations, companies, United Nations entities, and intergovernmental organizations. Applicants are expected to demonstrate relevant expertise and experience related to the subject matter and are encouraged to highlight their qualifications at local, national, regional, and international levels. They are also expected to maintain close coordination with relevant government counterparts and other stakeholders throughout the process.
