The Co-operators Resilience Acceleration Lab is inviting municipalities, regions, districts, and municipally owned corporations to submit proposals for infrastructure projects aimed at mitigating physical climate risks, including flooding, wildfires, severe storms, and heat.
The program focuses on risk reduction and resilience, economic uplift, and municipal leadership. Selected projects should significantly reduce current physical climate risks while incorporating forward-looking design principles for long-term adaptation and resilience, create direct and indirect economic benefits such as job creation and enhanced business continuity, and showcase proactive municipal strategies leveraging private capital to bridge the infrastructure gap.
Applicants may receive funding of up to $250,000 per project to support project development costs, including staff engagement and external expertise, along with substantial support and guidance from Co-operators Resilience Acceleration Lab staff to advance projects toward private capital financing. Projects may also receive public recognition for their leadership in physical climate risk mitigation. If project development and due diligence proceed smoothly, additional financing may be considered to support implementation.
Eligible proposals must demonstrate openness to private financing, a minimum project size of $5 million, senior administrative support, a commitment to active collaboration with the Lab throughout 2026, and a willingness to explore sustainable revenue sources such as stormwater utility charges, Tax Increment Financing, Local Improvement Charges, special assessment districts, or other mechanisms. Projects should clearly identify existing climate risks, proposed mitigation approaches, adaptability for future climate extremes, and anticipated economic impacts such as reduced property damage, decreased business interruption, increased property values, or new development opportunities.
