The United Nations Development Programme (UNDP) in Lebanon has launched a call for low-value grant proposals under the project “Improving Food Security in Lebanon through Revival of the Seed Production Value Chain at LARI” to support micro, small, and medium-sized enterprises (MSMEs) working in the wheat value chain.
The primary objective of this call is to provide targeted financial support to micro and small enterprises (MSEs) to help them sustain, recover, and upgrade their production capacity in the current economic context. The grant aims to strengthen the resilience of businesses, support local economic recovery, and contribute to long-term development by enabling enterprises to maintain operations, safeguard jobs, and adapt to changing market conditions. In line with inclusive economic development goals, 30% of the selected businesses will be women-led. The objective is to provide grants to micro, small and medium-sized enterprises (MSMEs) operating within the wheat value chain—covering both soft and hard wheat—across Lebanon. This support aims to help businesses sustain their operations, recover from ongoing economic challenges, and enhance their production capacity. The intervention contributes to preserving local production, securing livelihoods, and strengthening food security and economic resilience nationwide. In addition to the financial support, selected beneficiaries will also receive tailored technical assistance to improve their operational efficiency, product quality, and access to local markets. As part of the project’s commitment to inclusive development, 30% of the supported enterprises will be women-led. Expected results include an increase in production capacity through investing or upgrading in new machinery/equipment, investment in infrastructure improvement or upgrade for quality and safety enhancement, streamlining production cost through the purchase or upgrade of energy-efficient machinery or tools, increasing market outreach through access to market activities, and strengthened access to raw materials essential for sustaining and scaling production.
The grants will provide financial packages ranging between USD 7,000 and 12,000, with a total package value of up to USD 16,000, combining cash support with technical assistance. Eligible businesses include micro (1 to 5 employees, turnover under USD 300,000), small (6 to 20 employees, turnover under USD 1,000,000), and medium (21 to 50 employees, turnover under USD 3,000,000) enterprises operating within the wheat value chain, formally registered in Lebanon, with at least one year of operations, and actively producing and selling in the local market.
Funding can be used for the purchase or rehabilitation of machinery and tools, repair of facilities, adoption of energy-efficient equipment, marketing, branding, e-commerce, and digital solutions. However, costs such as utilities, office rent, fuel, debt repayment, salaries, social media ads, or raw materials are ineligible. Selected businesses will also benefit from technical assistance in areas such as business planning, sustainability, and market access, with support from UNIDO as a project partner.
