Deadline Date: December 10, 2025
The New Democracy Fund (NDF) has announced a notable opportunity for civil‑society organisations in Ukraine at a critical moment.
The Fund has launched its Strategic Grant Cycle 2025–2026 for Ukraine, inviting organisations to submit an Expression of Interest by 10 December 2025. The call targets initiatives grounded in justice, accountability, transparency, and anti‑corruption — fields of deep importance given the ongoing war and reconstruction efforts in Ukraine.
The total envelope for this grant cycle is around DKK 4,875,000 (about EUR 650,000), with 4–5 grants expected to be awarded. The size of each grant will depend on the applicant’s capacity, the strategic relevance of the project, and the proposed activities. For larger grants (over ≈ EUR 13,000), NDF will conduct a capacity assessment of the grantee and embed a tailored development plan within the grant agreement.
The timing of this call reflects an awareness that civil society in Eastern Neighbourhood countries, especially Ukraine, faces increasing pressure: political instability, shrinking civic space, and uncertainties around sustainable funding. For Ukraine, the stakes are higher, as the country not only confronts security and humanitarian challenges, but also seeks to ensure transparent recovery, reconstruction, institutional reform and eventual integration with European standards.
Under this grant cycle, the Fund aims to reinforce democratic resilience by supporting projects that bolster institutions, promote civic participation and pluralism, strengthen governance and economic transparency, formalize labour and economic practices, and ensure that recovery spending is accountable. This can help prevent corruption, build trust in public administration, and create a foundation for long‑term democratic governance.
Eligible applicants include registered Ukrainian civil‑society organisations, think‑tanks, media or media‑related NGOs, labour and business associations, trade unions, and networks with a strong track record in democratic governance, human rights and rule‑of‑law work. Organisations with proven capacity and a strategic, innovative approach — especially those able to operate at both national and regional levels — are likely to be prioritized.
This call from NDF is more than just a funding opportunity — it’s an invitation for civic organisations in Ukraine to play an active role in shaping the country’s democratic future. As Ukraine navigates wartime challenges and plans for reconstruction and European integration, the support offered through this grant cycle could help strengthen civil society’s capacity to demand transparency, hold institutions accountable, protect human rights, foster civic participation, and anchor democratic reforms across the country.
