The Enabling Infrastructure Program Stream Two provides grants ranging from $10,000 to $75,000 for planning activities that enable readiness for infrastructure development in South Australia’s regional communities.
The key focus areas include strong alignment with program objectives, creating shovel-ready and investment-ready infrastructure projects through activities such as needs assessments, feasibility studies, stakeholder engagement, risk and cost-benefit analyses, business case development including concept and detailed design, and implementation planning. The program prioritizes enhancing quality of life, supporting population attraction or retention, workforce and business attraction and retention, and addressing gaps in services and connectivity.
This planning stream supports projects where planning will start within three months and complete within one year of the funding agreement. Eligible applicants include companies, partnerships, sole traders, co-operatives, statutory authorities, local governments, incorporated associations, registered charities, and companies limited by guarantee, each required to provide a minimum cash co-contribution from 15% to 50% based on entity type. Applications must include project plans, funding plans, and contractor quotes for the planning work. Up to 50% of the grant may be paid upfront, with the remainder reimbursed upon project completion. The grant promotes informed, sustainable infrastructure investment to benefit regional South Australia through thorough planning and readiness.
