The United Nations Development Programme is inviting Proposals to support for thermal retrofitting of public buildings and restoration of community infrastructure in Dhangadhi.
The focus areas of this assignment include thermal retrofitting of public buildings, community infrastructure development, restoration of urban wetlands and ponds, water point rehabilitation, bid evaluation and selection, technical specification verification, feasibility studies, environmental and social screening, monitoring and supervision, documentation and knowledge management, green and blue infrastructure development, and capacity building for climate-resilient urban systems.
The main objective of the assignment is to provide technical support for evaluating bids, selecting qualified institutions, and ensuring high-quality implementation and documentation of thermal retrofitting and restoration interventions under the Japan’s Supplementary Budget Programme in Dhangadhi Sub-Metropolitan City. The assignment also focuses on strengthening climate resilience through the development of energy-efficient public infrastructure and ecological restoration of urban water systems.
The scope of work includes close coordination with the project team, Dhangadhi Sub-Metropolitan City, and UNDP field office, as well as review of project interventions, designs, feasibility studies, and environmental and social screening reports. It also includes review and validation of technical designs, drawings, and bills of quantity for selected buildings, infrastructure, and water points.
The assignment requires technical evaluation of bid proposals, including assessment of specifications and cost estimates, preparation of evaluation reports, and recommendations for contract awards. It also includes verification of materials and equipment to ensure compliance with approved designs, RFPs, and technical standards.
Further responsibilities include conducting detailed feasibility studies and environmental and social screening for additional infrastructure and water points, providing ongoing technical support, monitoring project implementation, and conducting periodic site visits to validate progress and technical compliance.
The consultant will also be responsible for documentation of processes, progress, and results, including lessons learned and best practices for scaling similar interventions. A systematic database will be maintained to support monitoring, evaluation, reporting, and knowledge management, including baseline and before-and-after comparisons.
The assignment includes conducting validation workshops and consultations in Dhangadhi to ensure stakeholder engagement and verification of technical outputs. Final reporting will include evidence-based documentation such as case studies, technical briefs, and multimedia records to support knowledge sharing and future replication.
The duration of the assignment is 70 days, spread from 22 June 2026 to 31 March 2027.
Eligible consulting firms must be legally registered in Nepal and have at least five years of experience in sustainable building design, energy and water-efficient systems, infrastructure consulting, bid evaluation, and technical verification. Experience in urban green and blue infrastructure, pond restoration, and working with government and development partners is required, along with a qualified multidisciplinary team.
