The European Commission has announced a new funding initiative to advance reliable data and practices for measuring and calculating transport emissions in multimodal transport chains.
Greenhouse gas (GHG) emissions from transport represent around 25% of total man-made GHG emissions and continue to grow. The negative impact of these is further strengthened by the existence of other external costs of transport, including air pollution, noise, congestion and accidents. The EU, Member States and industry have made considerable efforts to reduce transport-related GHG emissions and associated external costs.
The focus of this call is to provide input for the implementation of existing and forthcoming Union regulatory initiatives related to the measurement, calculation, and reporting of emissions in transport, such as Regulation (EU) 2023/1805 FuelEU Maritime, Regulation (EU) 2023/2405 ReFuelEU Aviation, and the recent Commission proposal for the Regulation on the accounting of greenhouse gas emissions of transport services (CountEmissions EU).
The opportunity seeks to address the challenges posed by the increasing complexity of multimodal transport chains, where consistent, harmonized, and reliable data are essential for accurate emission calculations. It aims to contribute to European targets by supporting technologies, frameworks, and operational models that ensure transparent emissions measurement and reporting across different transport modes and regions.
Applicants are expected to design solutions that enhance the reliability of data gathering, foster best practices, and align with legal requirements at EU level. The initiative encourages the development of coordinated, interoperable systems, facilitating the seamless integration of emission reporting in multimodal logistics and transport operations. Stakeholder collaboration and knowledge sharing are emphasized to maximize impact and to ensure broad adoption of the proposed solutions.
The Commission estimates that an EU contribution of around EUR 3.50 million would allow the outcomes to be addressed appropriately. Nonetheless, this does not preclude submission and selection of a proposal requesting different amounts.
