The United Nations Development Programme is seeking applications to strengthen good governance, anti-corruption, and integrity frameworks in Malaysia’s public sector through research, stakeholder engagement, and capacity-building initiatives.
The focus areas include public sector governance, anti-corruption, institutional reform, integrity systems, policy development, stakeholder consultations, training and capacity building, governance assessment frameworks, data analysis, and performance measurement systems.
Under this assignment, UNDP Malaysia requires a Team of Experts to support the development of the MyGovernance framework and the Malaysian Governance Index (MGI) in collaboration with the Malaysian Anti-Corruption Commission. The team will conduct participatory consultations with government agencies, civil society, academia, and other relevant stakeholders to inform the development of governance tools and frameworks.
The scope of work includes conducting a baseline assessment of good governance in Malaysia, identifying existing strengths, gaps, and challenges in the public sector, and providing evidence-based policy and operational recommendations. The assignment also involves reviewing regional governance indices and integrating international best practices to strengthen the proposed governance framework.
The experts will be responsible for drafting the MyGovernance guidelines for civil servants, which will define good governance in the Malaysian context and include case studies, best practices, and human-centric approaches to governance reform. A training manual will also be developed to support civil servants in applying governance principles through interactive and practical learning modules.
In addition, the team will construct the Malaysian Governance Index to measure and monitor governance performance across government agencies using defined indicators, scoring methodologies, and data collection systems. The index is intended to serve as a national benchmark for governance performance tracking.
The assignment also includes facilitating stakeholder consultations, focus group discussions, and capacity-building workshops for civil servants, along with supporting the launch of the MyGovernance guidelines at a national conference.
The engagement is expected to be completed within six months and requires extensive experience in public sector governance, policy advisory, anti-corruption, and evidence-based research, along with strong analytical and bilingual communication capabilities.
