Enabel, the Belgian development agency, has launched a two-phase Call for Proposals under the EU-funded Transport and Trade Improvement Project to support the establishment and management of incubation and acceleration tracks for MSMEs, coupled with a subsidy fund for entrepreneurs active in the green mobility sector in Dar es Salaam.
The General Objective of this Call for Proposals is: Existing and new entrepreneurs thrive in a dynamic and competitive market through access to quality business development services and entrepreneurial finance. Specific objectives include: Existing and new entrepreneurs are supported in accessing quality business development services. Entrepreneurs are enabled to thrive in a dynamic e-mobility ecosystem and a competitive market. Entrepreneurs active in the EV market are facilitated to access finance, including co-financing for assets. Expected results include: At least 15 new businesses successfully launched and operational, having completed the incubation track. At least 8 existing entrepreneurial initiatives in the EV value chain strengthened and expanded through tailored acceleration support. At least 23 MSMEs secure a combination of financial grants and credit to support their growth. A new MSME subsidy fund is fully designed, established, and operational. A stronger investment environment in the e-mobility sector is created. A measurable increase in company turnover, new job creation, and greater engagement and awareness of the e-mobility sector’s potential.
This call is part of Pillar 3 (E-Mobility) of the EU Transport and Trade Improvement Project, which focuses on promoting an enabling environment for electric vehicle deployment and strengthening the e-mobility ecosystem and value chain in Tanzania. The action prioritises incubation and acceleration services tailored to e-mobility startups, coupled with innovative financing mechanisms through the MSME subsidy fund.
The total indicative budget available for this call is EUR 629,000, with grant applications required to fall between EUR 500,000 and EUR 629,000. The implementation period may not exceed 30 months, ending by June 2028. Co-financing is strongly encouraged and will be considered favorably during evaluation.
Eligible applicants must be experienced legal entities—national or international NGOs or foundations—with at least five years of relevant experience in supporting MSMEs, managing financing schemes, and providing business development services. Applicants must operate in Tanzania and demonstrate strong capacity to coordinate multidisciplinary teams for incubation, acceleration, and fund management. Co-applicants are allowed, while sub-grants and financial support to final beneficiaries are also permitted under specified conditions.
Concept notes must be submitted by 30 September 2025, followed by invitations to shortlisted applicants for full proposal submission.
