Public Call: Supporting Agricultural Producers and Holdings affected by the 2024 Floods (Bosnia and Herzegovina)

UNDP has launched the public call for the selection of beneficiaries of assistance to support agricultural producers and households affected by the floods in October 2024 within the framework of the EU Flood Recovery Support Project in Bosnia and Herzegovina, funded by the European Union and implemented by the United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BiH) in partnership with the International Organization for Migration (IOM).

The project involves emergency interventions in the field of damage repair caused by natural disasters that hit southern and central Bosnia and Herzegovina in 2024. The project is aimed at providing permanent housing and economic empowerment to victims of floods and landslides, through the construction and rehabilitation of housing facilities, and the rehabilitation of public institutions and basic communal infrastructure. Furthermore, the project will provide support to agricultural producers, as well as micro, small and medium-sized enterprises in re-establishing their businesses.

The aim of the support, which is the subject of this public call, is the recovery and economic empowerment of agricultural producers and households affected by the floods through packages of tailored interventions, and strengthening the resilience of agricultural producers to future similar disasters.

The Project, together with partner local government units, invites all interested agricultural producers and households, who meet the criteria of the public call, to submit an application for participation in the Project.

Types of Support Packages

  • Applicants to the public call may apply for a maximum of one basic and one additional support package. The detailed content of the support package is contained in Annex 1 of the public call.
  • The basic support packages are:
    • Greenhouse 50 m2
    • Greenhouse 100 m2
    • Agricultural machinery
    • Beekeeping equipment
  • The additional support packages are:
    • Plant production material
    • Livestock production material
    • Irrigation system
    • Anti-hail net
    • Beekeeping material
  • The Beneficiary Selection Commission will determine during the field verification process whether the applicant meets the conditions for the requested support package, and in certain cases and in the best interest of the beneficiary and the Project, propose a replacement package.
  • The support does not include the donation of financial resources to the selected beneficiaries.
  • All beneficiaries will be able to use professional advisory assistance in agricultural production during the implementation of the Project.

Beneficiary Selection Criteria

  • Applications received through this public call will be evaluated based on the general and additional criteria described below.
    • General Criteria:
      • In order to meet the general criteria, applicants must demonstrate the following:
        • Damage to agricultural land, agricultural facilities, equipment, livestock or crops owned/used by the applicant occurred as a result of floods and landslides in October 2024 in the area of ​​the following local government units: Konjic, Jablanica, Kreševo, Kiseljak, Fojnica, Vareš, Drvar and Mostar.
        • Neither the applicant nor the members of his/her household have received assistance from another donor for the same support package for which they are applying under this public call.
        • The general criteria are eliminatory and binding for all potential beneficiaries of assistance.
    • Additional Criteria:
      • In evaluating applications, the Project will also take into account the following additional criteria used to score submitted applications.
      • The household is in a state of social need;
      • The household is in an unfavorable social/economic situation;

Required Documentation

  • Documentation required to meet the general criteria
    • Applicants must submit the following documentation with their applications:
      • Completed application form;
      • Confirmation from the competent municipal/city service on damage to agricultural land, agricultural facilities, equipment, crops or livestock owned/used by the applicant, caused by the natural disasters in October 2024;
      • A certified statement that the person applying for the public call, as well as members of his/her household, have not received assistance from another donor for the same support package for which they are applying under this public call.
  • Documentation required for proof of status and scoring
    • All documentation required for proving status and scoring cannot be older than 60 days from the date of publication of the public call.
    • Certified household list;
    • CIPS application for each household member;
    • Confirmation of registration with the Employment Service or a certificate from the Tax Administration of the Federation of Bosnia and Herzegovina or the Federal Pension Fund/Income Insurance Fund that the person is not registered with the aforementioned institutions (for each unemployed household member);
    • Certificate of study issued by a competent higher education institution (if a household member is a student);
    • Certificate of disability issued by a competent institution (if a household member is a person with a disability);
    • Certificate of use of social assistance, permanent cash assistance or social income based on social protection, home care or assistance of the same or similar category, issued by a competent institution (if applicable);
    • Proof of single-parent status, adoption or guardianship (if applicable);
    • Certified statement that the household has no permanent cash income (including income based on social protection);
    • Certificate of registration in the Register of Agricultural Farms (applicable only to registered farms);
