The Standard Trade Development Facility (STDF) provides Project Preparation Grants (PPGs) to support countries in assessing, designing, and developing projects related to Sanitary and Phytosanitary (SPS) measures and market access.
PPGs can be used for the application of SPS-related capacity evaluation tools such as the FAO/WHO National Food Control System Assessment Tool, the WOAH PVS Tool, the IPPC PCE Tool, or other prioritization instruments like the STDF’s Prioritizing SPS Investments for Market Access (P-IMA) Tool. They may also fund the preparation of feasibility studies to assess potential impacts, costs, and benefits of project proposals, or support the development of project proposals for submission to STDF or other donors, without requiring details of expected project results or specific activities.
Implementation of a PPG involves identifying the organization or individual expert responsible for the work. Applicants may propose a national or international expert/consultant, or an organization, providing evidence of their technical capacity, experience, and achievements. If the applicant cannot identify suitable implementers, the STDF Secretariat can provide a shortlist of recommended experts upon approval of the request. Activities under the PPG typically include missions by experts, stakeholder meetings, consultations with donors, project formulation, and validation workshops, with responsibilities clearly assigned to each actor.
Budgets for PPGs are developed based on the main activities planned and can be up to $50,000. The STDF Secretariat works with applicants to finalize a detailed budget once the PPG request is approved. Eligible costs may cover expert missions, stakeholder consultations, workshops, and other preparatory activities needed to ensure a robust foundation for subsequent project development.
By providing technical support, feasibility assessments, and preparatory work, PPGs help countries strengthen SPS systems, prioritize investments, and develop high-quality project proposals that improve market access and compliance with international standards.
