Minority co-productions that have received a script development grant from the Hubert Bals Fund (HBF) are eligible for a production grant through this collaboration between the Netherlands Film Fund and HBF.
In addition to the substantive quality of the script, the artistic value, originality, and urgency of the project, the creative and technical expenditure in the Netherlands is also taken into account.

Who is eligible?
- A production company (a legal entity, not a sole proprietorship or general partnership) that has been established for at least two years in the Kingdom of the Netherlands, a member state of the EU, the EEA, or Switzerland, and that continuously produces and exploits films and other audiovisual productions.
- The production company is represented by the Dutch minority co-producer. As a majority producer, they have been primarily responsible for producing at least one feature film with a theatrical release in the Netherlands.
Terms and Conditions
- The project must have previously received support from HBF development.
- The total production budget is a maximum of € 1,000,000
- The overhead and producer fee together amount to a maximum of 10% of the fund contribution
- 50% of the awarded amount must be spent in the Netherlands (crew, cast, etc.)
- The production must be released in the Netherlands, either in cinemas or with a non-theatrical release, or both.
- The financing of a film production must be fully and unconditionally committed by third parties within 15 months of the decision to award the subsidy.
- The applicant shall share pro rata in the world proceeds of the film production.
