The PROCESA Startup Grants Programme is a funding initiative launched by the Government of Ceuta to support innovative, technology-based companies in scaling and consolidating their business operations through financial assistance backed by European funding.

The second call under this programme is allocated a total funding envelope of €300,000, as part of a broader €2 million package financed through the European Regional Development Fund (ERDF) and ESF+ 2021–2027 programmes. The application window opens on the business day following publication in the BOCCE and closes on 30 September 2026 at 1:00 p.m.
Eligibility is restricted to startups located in Ceuta that have successfully completed a business acceleration programme lasting at least four months. Additionally, no more than two years must have passed since the completion of that programme. Applicants must also demonstrate a minimum project investment of €3,000 and maintain existing employment levels from at least six months prior to the application date. Participation in recognised acceleration initiatives, such as Ceuta Open Future, provides a competitive advantage in the scoring process, with up to 30 out of 50 evaluation points awarded for such experience.
Selected startups receive non-dilutive financial support aimed at strengthening their operational capacity and enabling growth. The grants are awarded through a competitive selection process, ensuring that projects with strong innovation potential and readiness for scaling are prioritized.
