The NFF-HBF scheme offers Dutch co-producers the opportunity to secure production funding for minority co-productions that have previously received a script development grant from the Hubert Bals Fund.
This program focuses on supporting innovative projects from countries with limited or restrictive film infrastructure, promoting international co-productions, and enabling Dutch producers to realize films that previously received an HBF contribution for script and project development.
The scheme provides a maximum contribution of €75,000 per project, with total production budgets capped at €1,200,000. Overhead and producer fees combined cannot exceed 10% of the fund contribution.
Eligible projects are those that have received an HBF grant for script and project development and are now seeking funding for their production. Applications must be submitted by a Dutch co-producer representing a legally established production company that has been in operation for at least two years within the Kingdom of the Netherlands, an EU or EEA member state, or Switzerland, and has a track record of producing and exploiting audiovisual content. The Dutch co-producer must have been the majority producer responsible for at least one feature film with a cinema release in the Netherlands.
Films supported under this scheme must be released in the Netherlands, either through a theatrical or non-theatrical release. Additionally, the full financing of the production must be secured from third-party sources within 18 months of the subsidy decision, and the applicant is expected to share proportionally in the worldwide proceeds of the film.
