Netherlands Film Fund and Hubert Bals Fund Co-production Scheme

The Netherlands Film Fund and Hubert Bals Fund have launched a co-production scheme offering financial support for minority co-productions in the feature film category that have previously received script development contributions from the Hubert Bals Fund.

The scheme focuses on the quality of the content of the script, the artistic value, original character and urgency of the project, while also evaluating the creative and technical spending in the Netherlands.

Applications are open to production companies that have been established in the Kingdom of the Netherlands, EU member states, EEA countries, or Switzerland for at least two years. These companies must operate continuously in producing and exploiting films and other audiovisual productions. The company will be represented by a Dutch minority co-producer who has previously held prime responsibility as a majority producer for at least one feature film with a cinema release in the Netherlands.

The scheme offers contributions of up to €75,000, with a maximum of four minority co-productions eligible for support each year. The current application deadline is October 6, 2025, at 17:00 CET.

Several primary conditions must be met for eligibility. Projects must have previously received support from HBF Development, and the total production budget cannot exceed €1,000,000. The overhead and producer’s fee combined must not exceed 10% of the fund contribution.

A significant requirement mandates that 50% of the granted amount must be spent in the Netherlands on crew, cast, and other production elements. The production must also be released in the Netherlands through either theatrical release, non-theatrical release, or both formats.

Financial commitment is crucial, as the financing for film production must be fully and unconditionally promised by third parties within 15 months of the grant decision. This period may be extended under limited circumstances when there is a clear prospect of securing complete financing in the short term.
