The Innovation Vouchers Program is now open to support Montenegro’s micro, small, and medium-sized enterprises (MSMEs).
Key Objectives
- Connecting MSMEs with research institutions and innovation infrastructure entities;
- Rapid knowledge transfer and development of market-oriented innovations;
- Strengthening MSME competitiveness through concept validation, prototyping, and new technologies;
- Reducing investment risks with expert support;
- Improving products and services in line with market demands;
- Valorization of knowledge to stimulate further innovation investments.
Funding Information
- Maximum voucher amount: €10,000 (including VAT)
- Covers up to 100% of eligible costs
- Project implementation period: up to 6 months from the contract signing date.
Eligible Costs
- Development or improvement of products, processes, or services to enhance functionality and quality;
- Proof of concept;
- Feasibility study;
- Prototyping and testing: Development of laboratory or demonstration prototypes;
- Various types of testing (laboratory or pilot plant);
- Technology validation;
- Validation of new or improved products, processes, or services;
- Development and implementation of dedicated software for a product or process
Ineligible Activities
- Ineligible activities include:
- Marketing activities, website development, business training, off-the-shelf software, equipment purchases, etc.

- Micro, small, and medium-sized enterprises (MSMEs) registered in Montenegro;
- Newly established companies
