The Greenhouse of Ideas program supports the development and strengthening of the cultural and creative economy across six pilot regions of Ukraine.
Focus areas include: training for creative industry entrepreneurs, grants, and mentoring support. The program aims to strengthen creative hubs as centers for the development of the creative economy, local collaboration, support and innovation; creative entrepreneurs from all sectors of the cultural and creative industries who create and seek to monetize products and services based on creativity; and Regional Development Agencies (RDAs) as key players in interacting with authorities and forming strategic approaches to developing the creative economy at the regional level.
Implemented under the Swiss-Ukrainian project “Cohesion and Regional Development of Ukraine” (UCORD), the Greenhouse of Ideas initiative is supported by Switzerland through the Swiss Agency for Development and Cooperation and implemented by NIRAS Sweden AB. The program, which began in June 2025 and runs until October 2026, focuses on Vinnytsia, Volyn, Odesa, Sumy, Ternopil, and Khmelnytskyi regions.
Grants cover up to 90% of project costs, requiring applicants to contribute at least 10%. Businesses registered for less than a year or individuals with ready-to-launch ideas may apply for grants between 200,000 – 250,000 UAH, while enterprises registered for more than a year can receive between 300,000 – 500,000 UAH.
Applications will be evaluated based on cultural and social influence, business potential, sustainability of the business model, ability to implement the idea, innovativeness, and export potential. Required documents include the entrepreneur’s registration details, budget, a resume describing experience in the creative industry, a declaration for the last reporting period, and a bootcamp participant certificate (if available).
Certain applicants are not eligible for support, including citizens under 18, persons under investigation, politicians, non-residents, non-micro-enterprises, those with revenues exceeding 2 million euros, entities operating in occupied territories, or those in bankruptcy or with state debts. Non-profit organizations and recipients of other donor or government funding are also excluded. Any false information will result in contract termination and repayment of funds.
