Green Up to Scale Up: MSME Transformation Grant (Philippines)

The Green Up to Scale Up: MSME Transformation Grant offers financial and technical support to accelerate the adoption of circular business models among Micro, Small, and Medium Enterprises (MSMEs) in the Philippines.

The focus areas of this program include strengthening circular economy networks and support systems for MSME transformation, facilitating financing and technology transfer for circular business transformation, and co-developing enabling incentives and market mechanisms that promote circularity of MSMEs. The priorities emphasize multistakeholder collaboration, technical expertise, access to shared infrastructure, promotion of waste-to-value initiatives, and support for agriculture and fisheries, food and hospitality, and textile sectors.

The grant is part of the EU-Philippine Green Economy Partnership, a program funded by the European Union to accelerate the green transition of the Philippine economy through circular economy solutions and reduction of plastic and organic waste. MSMEs in the country represent over 99% of business establishments and employ more than 60% of the workforce, making their transformation critical for sustainable economic growth. Despite their strong performance, many MSMEs still operate under linear economic models, leading to environmental challenges that can be addressed through circular business practices.

The program encourages the creation of networks consisting of diverse stakeholders such as lead organizations experienced in supporting MSMEs, waste management structures, and other actors that can provide technical and financial support. These networks aim to bridge value chain gaps, foster knowledge exchange, and enable sustainable, coordinated solutions that increase competitiveness and resilience of MSMEs.

Financial support under this grant ranges from €250,000 to €500,000 per project, with 50 to 70 percent of the grant directed toward supporting MSMEs. The program not only provides funding but also promotes technology transfer, capacity building, and market linkages to drive the transformation toward a climate-smart and inclusive circular economy.

Through a combination of strategic networking, technical guidance, and financial resources, the Green Up to Scale Up grant empowers MSMEs to adopt sustainable practices that minimize waste, enhance efficiency, and generate long-term economic and environmental impact.
