The Ministry of Foreign Affairs of Latvia has announced a new grant competition, “Support to financing of pre-assessment visits for development cooperation projects in recipient countries designated by the Republic of Latvia”.
The Ministry of Foreign Affairs of Latvia has announced a grant project competition called “Support for financing feasibility studies visits for development cooperation projects in partner countries designated by the Republic of Latvia.”
The focus areas of this competition include peace, justice and effective, accountable and inclusive institutions; gender equality; quality education; good jobs and economic growth; climate action; and cooperation to achieve goals, with special attention given to digitalization as a driver of development promoting efficiency in public administration, public participation in decision-making, and new economic opportunities.
This competition aims to financially support the implementation of feasibility study visits in developing countries included in the OECD’s official development assistance recipient list. Special priority is given to visits to the Eastern Partnership countries of the European Union—Armenia, Moldova, Ukraine—as well as Central Asian countries Kyrgyzstan, Tajikistan, Uzbekistan, and the African region. The total available state budget funding for this competition in 2025 is twenty-five thousand euros.
Eligible applicants include direct and indirect state administration institutions of Latvia, derived public entities, state institutions, associations, foundations, merchants, trade unions, and other legal entities registered in Latvia, whereas political parties, their associations, and individuals are excluded. Co-financing from applicants or partner organizations is encouraged to enhance project implementation.
The grant awarded for a feasibility study visit ranges from a minimum of two thousand euros to a maximum of five thousand euros. Applicants may present budgets exceeding the maximum if they secure co-financing to cover the excess amount. Feasibility study visits can be conducted in one or more partner countries.
The application process for this grant project competition accepts applications on a first-come, first-served basis as long as the available funding lasts. The feasibility study activities start from the grant award date and must conclude by November 14, 2025, with substantive and financial reports due by November 28, 2025.
Applications are carefully evaluated by an appointed committee based on compliance with thematic priorities, applicant eligibility, and budget rationality. Selected applicants will be notified electronically and are expected to conclude grant agreements within thirty working days. The Ministry reserves the right to terminate the competition in cases of force majeure, lack of funds, or other justifiable circumstances.
