Deadline: November 21, 2025
Applications are now open for the Business Start-Up Grant to promote a vibrant, low-carbon economy by funding activities such as research and development, installing clean technologies, obtaining premises, acquiring equipment, and launching products or services.
The grant supports any locally based new business or constituted social enterprise registered after April 2022 and located within the Forest of Dean.
The focus areas for grant applications include achieving at least three of the following outcomes: new business or enterprise creation, job creation, innovation demonstration through new products or services, decarbonisation and sustainable activities including renewable energy use and regenerative farming, occupation or creation of new commercial or agricultural floorspace, and increased footfall, visitor numbers, visitor spend, or turnover for individual businesses or local areas.
Applicants must provide evidence of measurable economic outputs such as revenue generation, new jobs, new equipment or premises investment, and lasting economic benefits to the Forest of Dean. The application must articulate how the new business supports a sustainable local economy, evidences market demand through research, and outlines plans for financial sustainability beyond initial funding. Match funding of at least 50% is required, and the grant is competitive with allocations up to £1,000 per approved project.
The assessment process evaluates applications on their alignment with Council priorities for a sustainable economy, economic impact, viability over at least five years, innovation, outcome achievements, project need, value for money, success measurement, project costs, and contributions to decarbonisation or net-zero targets. Successful applicants enter into a grant agreement, maintain records and submit monitoring reports demonstrating project progress and impact. The grant funds are paid in arrears against evidence of eligible expenditure.
Businesses with mobile services operating mainly within the Forest of Dean are eligible, while home-based businesses and those previously awarded grants over £5,000 before 2019 are excluded. Compliance with all regulations including planning, licensing, health and safety, and safeguarding policies where applicable is mandatory. Applicants must have appropriate insurance and take responsibility for project management.
This grant initiative not only provides financial support but also connects successful applicants to broader business networks and promotional opportunities through the Forest Economic Partnership.
