Vinnova, Sweden’s innovation agency, has announced the call for proposals for Development Projects in Incubators 2025 to strengthen national incubation capacity and ensure Sweden has an internationally competitive incubator system with high quality in business development, capital, and skills supply.
The focus of this opportunity is on developing and testing new working methods and tools, disseminating and implementing already developed methods and tools proven effective in incubator operations, strengthening and developing the Swedish incubator system, improving conditions for sustainable growth and development of companies in incubators, increasing gender equality within incubator operations and companies, raising the proportion of incubator companies led by women, boosting investments in female and mixed teams, and operationalizing Agenda 2030 so that sustainability becomes a competitive business advantage for incubated companies.
The call is aimed at established incubators that prioritize the global sustainability goals in Agenda 2030 and maintain a strong gender equality perspective when selecting business ideas. Projects with the potential for broad implementation, particularly those identifying weaknesses and opportunities in current methods and tools through SISP’s ERFA or Peer Review processes, will be prioritized.
Funding is available for three types of activities: feasibility studies, development of new methods and tools for open dissemination, and dissemination or implementation of proven methods and tools. A feasibility study can be granted up to SEK 300,000, while the overall budget for the first stage of the call is at least SEK 3.5 million to be distributed competitively.
Applications close on September 30, 2025, at 2:00 PM. Eligible applicants must be Swedish legal entities, and the coordinating incubator must be listed in Appendix 1 of the call. Multiple project partners, including other incubators or relevant actors, are encouraged to strengthen the project’s scope and impact.
Assessment will be based on four criteria: relevance to SISP-identified development needs, potential to disseminate and contribute to gender equality and sustainability, involvement of appropriate actors and expertise, and feasibility of the project plan and cost-effectiveness. Decisions will be made in competition and communicated directly to applicants.
