The Regulatory Pilot Program under the Pilot Fund incentive program introduces a unique opportunity to advance breakthrough artificial intelligence technologies in healthcare through financial support and active regulatory guidance within a dedicated sandbox framework.
This Call for Proposals aims to enable industrial corporations to develop and implement breakthrough AI technologies in the healthcare system while addressing complex regulatory challenges, focusing on medical AI systems with high levels of automation and autonomy, AI technologies that go beyond decision support, advanced applications of Generative AI in healthcare, and solutions that transform clinical workflows, task allocation, and professional authority within the healthcare system.
Published by the Israel Innovation Authority in collaboration with the Israeli Ministry of Health, the program combines financial assistance with structured regulatory engagement. Through the regulatory sandbox, companies can test, implement, and refine advanced AI technologies in real healthcare environments while benefiting from professional regulatory guidance.
The initiative is grounded in the recognition that AI in healthcare is entering a transformative phase. The field is moving beyond traditional decision-support systems toward advanced automation, redistribution of responsibilities within clinical teams, and the creation of new roles in healthcare delivery. Proposals will be evaluated across several dimensions. The technological aspect examines the level of innovation, complexity, feasibility, and product readiness for pilot testing or real-world demonstration, with higher technological maturity receiving stronger evaluation. The business aspect considers market potential, competitive advantage including intellectual property strength, market validation, defined commercialization success metrics, and the suitability of the proposed pilot site. Economic impact focuses on the contribution to the Israeli economy, particularly the ability to overcome significant market entry barriers and achieve long-term company growth within Israel. Applicant capabilities are assessed based on managerial, technological, and business expertise, previous achievements, execution capacity even without public funding, and the ability to penetrate target markets. Regulatory and process uniqueness evaluates how effectively the proposal addresses defined challenges, the extent of regulatory barriers involved, and the project’s potential contribution to advancing regulatory frameworks in healthcare AI.
By integrating innovation support with regulatory learning, the program seeks to establish a forward-looking model for safely advancing high-impact AI technologies within healthcare systems.
