CFPs: Organizing a Training on Archives and Records Management for World Heritage Sites in Thailand and Lao PDR

The project, Safeguarding World Heritage Site Archives in South-East Asia, seeks to safeguard documentary archives associated with selected pilot World Heritage properties in South-East Asia, namely, Koh Ker Archeological Site of Ancient Lingapura (Cambodia), Borobudur Temple Complex (Indonesia) and Historic City of Ayutthaya (Thailand). The documentary heritage related to these sites is critical for understanding, studying, managing and monitoring these sites in a sustainable manner.

This project has successfully implemented 3 activities:

  • conducting needs assessment and developing recommendations for improving the system for managing archives at pilot World Heritage Sites,
  • organizing the first capacity-building using the draft manual on managing documentary archives, and
  • organizing the final sub-regional capacity-building training for other World Heritage Sites in South-East Asia.

National-level training for other World Heritage Sites in Thailand has been planned. In addition, to take advantage of linguistic closeness between Thailand and Lao PDR, UNESCO Regional Office in Bangkok aims to also invite site managers and archivists from Lao World Heritage Sites to participate and benefit from this capacity-building activity.

Assignment

  • In close consultation with UNESCO and the Fine Arts Department of Thailand, the contractor is requested to organize the Training on Archives and Records Management for World Heritage Sites in Thailand and Lao PDR, tentatively in May 2025;
    • Develop agenda of the training and coordinate the collection of related training materials;
    • Identify Thai expert facilitators in the field of archives and record management and handle fee for the facilitators and support staff;
    • Identify up to 40 participants, consisting of site managers, archaeologists, foremen and archivists from 8 cultural World Heritage Sites in Thailand and Lao PDR, namely:
      • Ban Chiang Archaeological Site,
      • Historic City of Ayutthaya,
      • Historic Town of Sukhothai and Associated Historic Towns,
      • Phu Phrabat,
      • The Ancient Town of Si Thep and its associated Dvaravati monuments,
      • Xieng Khouang Megalithic Jar Sites – Plain of Jars,
      • Vat Phou and associated ancient settlements,
      • Luang Prabang;
    • Coordinate and handle logistical arrangement for the participant’s attendance either online or on-site;
    • Develop and disseminate public communication materials, including broadcasting of activities and proceedings through social media outlets of the contractor and partnering organizations.

Deliverables and Timeframe

  • By 10 April 2025, the contractor will submit the training agenda and the list of expert facilitators and participants in both Thai and English;
  • By 31 May 2025, the contractor will submit the final report in English with the list of participants and materials used during the training.

Eligibility Criteria

  • Required qualification, experience and competencies:
    • Minimum 5 years of experience in implementing projects or workshops related to heritage documentation and management;
    • Be familiar with expert organizations and individuals in Thailand that have human resources and expertise in archive management;
    • Have on-site staff to oversee administration and logistical arrangement.
  • Desirable qualification, experience and competencies:
    • Able to coordinate and communicate effectively bilingually in Thai and English;
    • Be familiar with UNESCO ‘s programmes under Culture related to World Heritage Convention;
    • Be familiar with staff and procedures of the Fine Arts Department of Thailand (with profile of past cooperation projects/activities, if possible).

  • Interested organizations are invited to submit to UNESCO Bangkok the application package including:
    • Institutional profile,
    • A technical proposal illustrating how the tasks will be carried out,
    • A detailed financial proposal indicating rate per unit.
