The National Innovation Programme for Civil Defence invites collaborative actors to explore and develop practical prototypes for the shelters and protective spaces of tomorrow through innovative design approaches.
The focus of this call includes developing radically new approaches to shelter design and utilisation, creating engagement and insights through exploratory design methods, strengthening civil defence through innovative concepts, and advancing ideas on how shelters and protected spaces can be designed, used, and integrated into society.
This funding opportunity encourages collaboration among actors from business, civil society, the public sector, academia, and research institutes to jointly develop forward-thinking solutions. The emphasis is on forming strong partnerships that combine practical needs with design expertise, ensuring that projects are both innovative and grounded in real-world application.
Projects supported under this programme are expected to produce tangible prototypes that demonstrate new possibilities in civil protection. These prototypes should not only explore design concepts but also contribute to a deeper understanding of how shelters can function effectively in future societal contexts.
Applicants must form constellations of at least two participating entities, including a clearly defined needs owner and participants with expertise in exploratory design methods. This structure ensures that projects remain both user-focused and creatively driven.
Each selected project can receive funding of up to 800,000 SEK, with the overall programme budget set at 10 million SEK. The project timeline is defined, beginning in September 2026 and concluding in May 2027, providing a structured period for development and prototyping.
This initiative represents a significant opportunity to rethink civil defence infrastructure by combining innovation, collaboration, and practical experimentation to shape resilient and adaptive shelter solutions for the future.
