The Ukraine Partnership Facility (UPF3) offers Dutch companies and civil society organisations the chance to apply for subsidies to support the reconstruction and sustainable recovery of Ukraine’s economy and society.
The programme focuses on partnerships between businesses and civil society organisations that implement concrete projects in Ukraine, aiming to relieve pressure on the Ukrainian public sector, achieve long-term impact on local communities, and support economic and social development through initiatives that are not commercially fundable due to market failure.
With a total budget of €26,500,000 for the opening round, each partnership can request a minimum subsidy of €500,000 and a maximum of €4,000,000. Projects must start within two months of receiving the subsidy and run for a minimum of six months, with a maximum duration of four years. Eligible partnerships consist of at least one Dutch company and one local organisation, led by a Dutch company or civil society organisation with a registered office in the Netherlands, at least three salaried employees, and demonstrable experience operating in Ukraine. Projects that exclusively benefit one company or organisation are not eligible.
The UPF3 programme is designed to address the urgent needs arising from the Russian invasion of Ukraine, supporting the private sector’s contribution to recovery and creating tangible results that generate wider economic and social benefits. Through this initiative, partnerships can carry out projects that provide lasting impact for local communities and networks of businesses and civil society organisations, ensuring that recovery efforts are sustainable and inclusive.
