Applicants are now submit applications to strengthen private sector development in renewable energy production and access by supporting commercially driven projects that expand sustainable energy solutions in developing countries.
The objectives of this call are to increase access to affordable, reliable, sustainable and clean energy in ODA countries and to reduce emissions from the energy sector in ODA countries; the target group is the population in ODA-approved developing countries, with projects prioritized in Sub-Saharan Africa and particularly in Least Developed Countries on the OECD DAC list, while projects in South Africa are unlikely to be prioritized; the prioritized sectors are on-grid and mini-grid renewable energy, while projects focused on improved cooking solutions and solar home systems are not eligible under this call.
The grant scheme is designed to reduce risk prior to investment decisions in renewable energy projects. It supports project development activities, vital public infrastructure necessary for grid connection, and guarantee premiums for long-term financing of renewable energy initiatives.
Grants will fund project activities during the period 2026–2029. Applications requesting more than NOK 5,000,000 will be prioritized. The overall budget allows for approximately ten to twenty new agreements, meaning not all qualified applications will receive funding. Even if formal and material criteria are met, there is no entitlement to a grant under this scheme.
Only commercial enterprises in the renewable energy sector may apply. Applicants must be independent legal entities and provide accurate and complete organizational information. Consortium applications are permitted provided that all members meet the eligibility requirements.
Applicants are required to document sufficient technical and administrative competence to implement the project. They must demonstrate strong contextual understanding and insight into relevant issues. Where partners are involved, applicants must have operational guidelines for selecting, monitoring, and controlling implementing partners, and provide information about known partners.
