The European Commission is now available to support the large-scale production of renewable fuel of non-biological origin and electrolytic low-carbon hydrogen across Europe.
This initiative represents one of the EU’s most substantial investments in clean energy, targeting projects that will directly contribute to the 2030 renewable hydrogen goals. With a total budget of EUR 1.3 billion, including EUR 400 million dedicated specifically to renewable and low-carbon hydrogen production, the call invites ambitious proposals capable of advancing the region’s energy transition.
The scope of this opportunity is designed to accelerate the development of new hydrogen production capacity. Projects must reach financial close within two and a half years, demonstrating the EU’s commitment to rapid implementation. Funding is intended to support innovative facilities that produce hydrogen using renewable electricity or low-carbon energy sources, helping reduce dependence on fossil fuels and strengthen Europe’s clean technology landscape.
Eligibility for this funding is broad, allowing participation from legal entities worldwide. Public bodies, private companies, research institutions, international organisations and even entities without traditional legal personality may apply if they can assume legal obligations and provide the necessary financial guarantees. This inclusiveness encourages global cooperation and the participation of diverse actors in advancing European hydrogen goals.
Certain limitations do apply. Natural persons, except self-employed individuals whose businesses operate without separate legal personality, are not eligible. EU bodies, other than the Joint Research Centre, are also excluded from participating as beneficiaries. These criteria ensure that applicants have the institutional capacity needed to carry out large-scale industrial and technological projects.
