CFAs: Enhancing the European Genomic Data Infrastructure through Advanced Data Tools

The European Commission is strengthening the genomic data ecosystem by supporting the deployment of advanced data tools, interfaces, and citizen engagement platforms that align with the European Health Data Space (EHDS) framework and the 1+ Million Genomes (1+MG) initiative.

Tools to perform automated data and metadata curation, inclusion, and minimisation by data providers; foster data quality assurance and enable compliance checks and risk/security management developed, tested, and deployed in the 1+MG data infrastructure in alignment with agreed 1+MG requirements and related standards and procedures, as well as with the legislative and technical framework of the European Health Data Space and European Digital Identity Framework. Tools, APIs, and interfaces developed, tested, and deployed in the GDI, covering well-documented needs of users from research, healthcare, and public health policy, in alignment with the European Health Data Space. Citizens’ portal, allowing at least management of GDPR rights of citizens and citizens’ engagement, to be established and operational at month 12 at the latest.

This action aims to enhance the European genomic data infrastructure by supporting the deployment of advanced tools for data curation and use, ensuring full alignment with the European Health Data Space (EHDS). Data quality and volume are key success factors for health data infrastructures supported under the Digital Europe Programme, such as the Genomic Data Infrastructure (GDI) project implementing the 1+ Million Genomes (1+MG) initiative of the Member States. The availability of thoroughly curated genomic data and related clinical and phenotypic information is a prerequisite for accelerating progress in multi-modal data modelling and innovation within Europe’s health sector.

The total funding available for this initiative amounts to EUR 5,000,000, supporting the development, testing, and deployment of high-quality data tools and user interfaces across Europe’s genomic data ecosystem. The initiative builds upon common standards, ontologies, data quality criteria, and operational procedures established through 1+MG. Data holders will be responsible for quality-checking and curating datasets made available to 1+MG and the HealthData@EU infrastructure, ensuring high interoperability and usability for diverse users. The action also recognises the importance of accessible, user-friendly tools and services to enhance the availability and integration of genomic and clinical data for both research and public health purposes.

Data tools for the 1+MG infrastructure will be based on common standards and automation to ensure quality checks, benchmarking, annotation, and security at both the data provider and infrastructure operator levels. These tools will facilitate data inclusion, integration, and compliance assessment processes, addressing the needs of research, clinical care, and public health policymaking. Furthermore, the tools will adhere to the 1+MG Framework and EHDS Regulation, ensuring compatibility with metadata standards such as Health DCAT-AP and alignment with data quality and utility labels defined by the QUANTUM project.

Eligible participants must be legal entities, either public or private bodies, established in one of the eligible countries. These include EU Member States, including overseas countries and territories (OCTs), as well as non-EU countries (except for topics with restrictions), such as listed EEA countries and countries associated with the Digital Europe Programme. Beneficiaries and affiliated entities are required to register in the Participant Register before submitting their proposals and will need to be validated by the Central Validation Service (REA Validation). For validation purposes, applicants must upload documents demonstrating their legal status and origin.
