The CAPRED Facility is seeking qualified companies or consortia to develop Health, Safety, and Environment (HSE) Guidelines tailored for solar farm operations in Cambodia.
The focus areas for this opportunity include designing context-specific HSE Guidelines for solar farm operations, conducting baseline assessments, developing draft guidelines, facilitating technical review and feedback, providing training and dissemination, and finalising reports. The objectives are to enhance workplace safety, ensure compliance with national standards, integrate effective risk management and environmental protection measures, and strengthen operational practices for solar energy facilities. The priorities also emphasize stakeholder consultation, technical capacity building, and alignment with Cambodia’s regulatory framework.
CAPRED, Australia’s flagship bilateral economic development program in Cambodia, supports interventions to strengthen economic recovery and resilience while promoting a sustainable and inclusive economy. Within its energy portfolio, CAPRED assists Cambodia’s transition toward cleaner and more reliable energy systems, with initiatives such as the Women in Clean Energy Internship Program to provide hands-on experience for female engineering graduates. This assignment will contribute to Cambodia’s solar energy sector by standardizing HSE practices across operational solar farms.
Applicants are expected to have proven experience in developing or implementing HSE frameworks in the energy or infrastructure sector, with strong knowledge of Cambodia’s labor and environmental regulations. Experience with renewable energy, particularly solar farm construction and operation, is highly desirable. Teams must demonstrate the ability to conduct on-site assessments, facilitate consultations, deliver HSE-related training, develop operational toolkits, and produce high-quality technical outputs within set timelines. Key personnel should include members with at least five years of experience in HSE management and solar farm operations. Familiarity with international standards such as ISO 45001 and Australian Environmental and Social Performance Standards is preferred, and proficiency in English and Khmer is required.
