The Enable is now accepting applications to strengthen Mozambique’s skilled workforce, particularly youth and young women, for sustainable decentralized energy and water services by supporting high-quality, inclusive TVET programs that lead to employment and green jobs.
The initiative aims to support sustainable development by promoting high-quality, inclusive technical and vocational education and training programs that contribute to employment opportunities and the creation of green jobs in decentralized energy and water services.
The call seeks to improve the quality and inclusiveness of TVET provision in the decentralized energy and water sectors while also enhancing employability and entrepreneurship. This will be achieved through strong work-based learning approaches and close collaboration with the private sector, ensuring that training programs are aligned with labor market needs.
The total indicative budget available under this Call for Proposals is €350,000, although the contracting authority reserves the right not to award the full amount. Grant amounts vary depending on the focus of the proposal. For projects under Lot 1, which must target the energy sector and may optionally include the water sector, grants range from €60,000 to €130,000 when focusing solely on energy, and up to €230,000 when both energy and water sectors are addressed. For Lot 2, which focuses exclusively on the water sector, grant amounts range from €60,000 to €130,000.
During the implementation phase, the contracting authority reserves the right to adjust the minimum and maximum grant amounts and to award additional funding to beneficiaries selected under this call. This flexibility is intended to ensure effective delivery and impact of the supported actions.
Projects funded under this call must have a planned duration of no less than 12 months and no more than 18 months, allowing sufficient time for meaningful skills development and partnership-building activities.
Eligible applicants must be legal entities that are public institutions or non-profit private organizations, including foundations. At least one of the applicants, either the lead or a co-applicant, must have been established or represented in Mozambique for a minimum of two years. Applicants must also demonstrate relevant experience in skills development within the energy or water sector, supported by implementation reports from similar projects carried out within the past five years.
The lead applicant is required to take direct responsibility for the preparation and management of the action, working jointly with any co-applicants rather than acting as an intermediary. In addition, the lead applicant must provide audited financial statements for the two previous calendar years.
Co-applicants are expected to actively contribute to both the design and execution of the proposed action, with their incurred costs considered eligible under the grant. Collaboration between international and national organizations is strongly encouraged, particularly partnerships with local actors. Proficiency in Portuguese is considered an important asset to ensure effective coordination, implementation, and long-term impact.
