The UK Humanitarian Innovation Hub (UKHIH) and Elrha have launched a Call for Proposals to commission a supplier for the delivery of services aimed at strengthening grantee capacities, with submissions due by 2 September 2025.
The focus of this initiative is on mapping and recommending best learning practices from Elrha’s grant-making programmes and developing two practical toolkits: a research and innovation capacity toolkit and an operational capacity toolkit. Objectives include understanding learning and capacity strengthening needs, identifying opportunities for integrating best-practice learning approaches with capacity assessment methods, designing and proposing diagnostic tools, and co-developing practical toolkits with grantees. The priorities are to deliver best-practice learning approaches, diagnostic tools, and two toolkits that strengthen research, innovation, and organisational systems across the grant lifecycle. Expected outcomes include improved readiness of grantees to apply for funding, strengthened learning practices, and resilient organisational systems to underpin successful research and innovation.
The commissioned supplier will be responsible for delivering five key outputs: inception report, stakeholder consultation and diagnostic design, recommendations and implementation plan, draft toolkit content, and final toolkit content. The work is scheduled to begin in September 2025 and conclude by February 2026, with clear milestones including inception in September, stakeholder consultations in October, recommendations in November, draft toolkit development in January, and final toolkit delivery in February.
Applicants must demonstrate strong expertise in organisational learning, capacity strengthening, diagnostic tool design, and toolkit development, with familiarity in humanitarian grant cycles and operational realities, particularly in low- and middle-income country contexts. Proposals will be evaluated on technical capabilities, project management, and costing structure, with a maximum contract value of £55,000.
Proposals must be submitted electronically to UKHIH and Elrha by 23:59 UK time on 2 September 2025, accompanied by the technical proposal, cost structure, certificates, and organisational questionnaire. Evaluation results are expected by 8 September 2025, with contract awards communicated by 10 September and services commencing on 22 September 2025.
