The Silver Region Program presents a transformative opportunity to strengthen and expand elder care services, caregiver training, and the prevention of dependence among older adults across Latin America and the Caribbean.
The focus areas of the Silver Region Program include: innovative care services for older people (60+ years), improving the quality and increasing the availability of services to meet the exponential growth in demand across the LAC region; caregiver’s training, strengthening the foundation of quality care by focusing on the education and professional development of caregivers in the sector; and prevention of functional dependency (physical and cognitive) and promotion of autonomy among older people (60+ years), aiming to extend healthy life expectancy and ensure that dependent individuals can maintain a level of functional capacity compatible with their basic rights, fundamental freedoms, and human dignity.
Addressing the rapid demographic changes in Latin America and the Caribbean, where population aging is accelerating, the Silver Region Program targets the expansion and enhancement of services catering to the needs of older adults aged 60 and over. The program acknowledges the increasing demand for pension benefits, medical and long-term care services, while simultaneously recognizing the economic development opportunities within the care economy. It emphasizes fostering innovation and entrepreneurship in this sector to improve both care supply and quality. The program outlines a comprehensive approach with three phases: generating knowledge about the current state of the care ecosystem, building business capabilities with a focus on humanization and service quality, and providing financing to initiatives with the greatest potential for impact and scalability. These phases collectively aim to generate sector knowledge, strengthen innovative companies, and ensure effective resource allocation to support social inclusion and economic recovery.
Application to the program is open to for-profit legal entities, such as startups, scaleups, and social enterprises, operating within the Latin America and Caribbean region or intending to implement solutions there. The initiative must address one or more of the program’s focus areas and demonstrate operational presence with revenue generation. The program prioritizes initiatives that emphasize user-centered design, gender perspective, focus on vulnerable older populations, staff training, and digitalization.
In innovative care services, the program encourages solutions that provide high-quality, person-centered long-term care, including home-based care, day centers, and technology integration to enable autonomous living and improve safety during public health emergencies. It highlights the importance of reducing information asymmetry through platforms and registries that formalize caregiving work and enhance service quality.
Caregiver training is deemed essential, with a focus on improving training quality, certification, accessible learning platforms, incorporation of advanced technologies like virtual reality, continuous professional development, psychosocial support, and recognition of caregivers’ crucial role in society.
The prevention of dependence focuses on promoting health and well-being among older adults, early detection of risk factors, chronic disease management, social participation, self-care education, and access to support resources that help maintain autonomy and quality of life. The program fosters multidisciplinary interventions and awareness campaigns to address these goals.
Organizations selected for the acceleration phase benefit from training, mentoring, development of growth and investment plans, and access to funding opportunities. The financing phase offers up to USD $100,000 per initiative and additional visibility among stakeholders, with ongoing monitoring to ensure impact and resource efficiency.
