Call for Proposals: Federated CCAM Data Exchange Platform

The call for proposals aims to establish a Federated CCAM Data Exchange Platform with tools and governance, including a viable business model, to facilitate data sharing for stakeholders supporting large-scale demonstrations, digital twins, safety assessments, and AI model training.

Focus Areas: Identify and describe methods, algorithms, and processes to refine and use data for specific use cases tackled by the platform; establish an overview of CCAM-specific limitations of current data exchange solutions and existing dataspaces related to interfaces, harmonised ontologies, taxonomies, standards, formats, monetisation, and compensation; mapping of information and reference data needs for KPIs collected by Member States and Associated Countries; development of a federated sustainable CCAM data exchange platform that facilitates sharing of data for demonstrations and deployment, interfacing existing data spaces and improving availability and accessibility; development of connectors, APIs, protocols for seamless data exchange; refinement of user profile management systems and contractual frameworks to govern data access and usage rights; alignment with the EU General Data Protection Regulation on AI learning workflows; close collaboration and coherence with the common European mobility data space and related projects; interoperability standards for data sharing within and across data ecosystems leveraging FAIR data principles; international cooperation encouraged with Japan, the United States, and other partners; alignment and reporting to the European Partnership Connected, Cooperative and Automated Mobility (CCAM); application of the European Common Evaluation Methodology (EU-CEM).

Data sharing is critical for advancing research, innovation, deployment, and competitiveness in the CCAM industry. The common European mobility data space aids sharing of macroscopic mobility data, but a dedicated CCAM Data Space is necessary for granular data tailored to the needs of Tier X suppliers, OEMs, traffic managers, and infrastructure providers. This platform will cater to vehicle and traffic safety, regulatory compliance including Automated Driving Systems and AI Act integration, and will unify disparate datasets including those from existing projects. To achieve full Data Space functionality, development of technical infrastructure with connectors, APIs, and protocols is indispensable, alongside governance frameworks ensuring data accessibility and usage rights. The platform will leverage existing best practices and tools from projects such as FAME and deployEMDS and align with the broader European data space frameworks for interoperability. It will support scenario-based validation approaches integrating various scenario databases for safety assurance of automated functions. Incorporation of datasets for modules like driver monitoring, perception systems, and decision-making algorithms will enhance AI training and synthetic data generation for digital twins. The platform will benefit not only industry actors but also national authorities in collecting KPIs on safety, economic, and societal impacts of CCAM technologies. Furthermore, strict GDPR compliance and explainable AI requirements will underpin trustworthy and accountable AI model training and deployment within the platform. The proposal is expected to develop governance structures with sustainability plans, viable business models, and ensure robust contractual frameworks, facilitating long-term platform durability. International cooperation will extend knowledge exchange and alignment with key global partners. Overall, this platform aims to become a cornerstone for CCAM ecosystem data sharing, driving innovation, safety, regulatory compliance, and competitive advantage across Europe and associated countries.

The Commission estimates that an EU contribution of around EUR 4.00 million would allow the outcomes to be addressed appropriately. Nonetheless, this does not preclude submission and selection of a proposal requesting different amounts.

The total indicative budget for the topic is EUR 4.00 million.
