The Feasibility Study scheme seeks to help enterprises with the cost of researching their proposed business or new business idea to see if it could be viable and sustainable.
The focus areas identified under Malta’s Smart Specialisation Strategy (S3) 2021–2027 include Health and Well-being, Sustainable Use of Resources for Climate Change Mitigation and Adaptation, Smart Manufacturing, Marine and Maritime Technology, Aviation and Aerospace, and Future Digital Technologies.
The scheme is designed to help enterprises reach firm conclusions about their business concepts while strengthening research and innovation capacities and promoting economic growth across various sectors. Investment is directed toward fostering innovation, creativity, and entrepreneurship within the identified priority areas, contributing to Malta’s overall R&I landscape during the 2021–2027 programming period.
The maximum grant available under this scheme is €100,000 per undertaking, and even if multiple applications are approved, the total funding awarded to a single undertaking will not exceed this amount. The scheme has an initial allocated budget of €2,000,000 dedicated to supporting feasibility studies.
Eligible expenditure covers only the costs directly related to the feasibility study, provided these are approved in the grant agreement, incurred within the defined project period, and aligned with the agreed indicators. Costs such as maintenance, taxes including VAT, insurance, training, financial charges, used equipment, litigation, penalties, donations, entertainment, foreign exchange losses, bank charges, commissions, and projects already funded under other EU programmes are not eligible.
Undertakings may be excluded if they are in financial difficulty under EU regulations, subject to recovery orders, involved in restricted sectors such as tobacco, gambling, or certain agricultural activities, or if they have the internal capability to provide the services for which funding is being requested. Public entities performing non-economic activities are also excluded, except for commercial undertakings operating competitively in the market.
Eligible applicants include micro, small, medium-sized, and small mid-cap enterprises engaged in an economic activity, regardless of legal form, provided they meet the necessary legal registration requirements under Maltese law. Enterprises can apply to carry out feasibility studies aimed at developing innovative ideas within a structured and sector-specific environment aligned with the six priority areas.
